TECHNICAL AND FINANCE SPECIALIST

Tetra Tech ARD (http://www.ardinc.com) is currently accepting expressions of interest from qualified Chief of Party, Deputy Chief of Party, and Finance/Administration candidates for a potential donor funded project in Mexico. The project will provide support to build stronger and more resilient communities that can withstand the pressures of crime and violence through the implementation of the Crime and Violence Prevention Program.

Chief of Party Responsibilities: *Providing the vision and overall leadership to the team; *Managing technical assistance and program administration; *Implementing activities in accordance with applicable laws and regulations;.--Preparing and submitting technical and financial reports requested by USAID/Mexico.

Qualifications: *A university degree in a related field such as Law, Social Work, Criminal or Juvenile Justice, Public or Business Administration, Community Development; advanced degree (Master’s, J.D., or Ph.D) is desirable. *Minimum of 7 years of experience in a progressively more responsible position with at least three years as a COP for a small project under $6 million) or two years as a deputy COP for a large project (over $7 million). *Demonstrated experience in working with senior government officials and the private sector to support a program’s objectives. *Experience working with youth at risk, crime and or violence reduction, public safety or community development programs. *Proven capacity to facilitate coordination amongst diverse sectors is required; *Excellent written and spoken Spanish and English skills.

Deputy Chief of Party Qualifications: *A university degree in a related field such as Law, Social Work, Criminal or Juvenile Justice, Public or Business Administration, Community Development; advanced degree (Master’s, J.D., or Ph.D) is desirable. *Minimum of six years of experience as a development professional implementing donor-funded youth atrisk, crime and or violence reduction, public safety or community development programs; *Strong management skills and ability to work with a range of technical staff, develop professional relationships with senior government officials across partisan lines, and coordinate with other donors involved in community crime prevention and development. *Excellent written and spoken Spanish and English skills.

Director of Finance and Administration Qualifications: *A university degree in a related field such as Public or Business Administration; Master’s, J.D., or Ph.D. is desirable. *Demonstrated ability in budget formulation and financial reporting according to international donor regulations. *Excellent written and spoken Spanish and English skills. *Minimum of 5 years’ experience in similar projects is required.
