Global Fund Round 9 Programme Manager

Malaria Consortium is a key partner to Cambodia’s National Centre for Parasitology, Entomology and Malaria Control (CNM). As a sub-recipient of the Global Fund Round 9 grant “Containing artemisinin-resistant Plasmodium falciparum parasites and moving towards malaria pre-elimination status in Cambodia”, Malaria Consortium is responsible for the programmatic, financial, and monitoring and evaluation management of its sub-sub-recipients (SSRs). Malaria Consortium works closely with CNM and provides technical assistance and capacity development to the national programme and implementing partners of the GFR9 grant.

Job Purpose: Under the direct supervision of the Regional Programme Coordinator, the Programme Manager will be responsible for quality assurance and support of the management of the GF grant. He/she will lead and support the GFR9 team at Malaria Consortium Cambodia to comply with Malaria Consortium and Global Fund regulations and procedures, work closely with CNM in the implementation of the grant and monitor the progress of SSRs and Malaria Consortium in achievement of the programme’s indicators and targets.

Essential Qualifications: • Post-graduate degree in Public Health, Business Administration, Public Administration or other related area • At least 5 years of professional experience in public health including programme/project management • Familiarity with GF procedures and programme implementation • Working experience with governments, international and non-government organisations and donors at different levels • Ability to prepare timely programmatic, financial, and M&E reports • Substantive knowledge in monitoring and evaluation of programme/project activities • Good experience in providing capacity building in the health field • Strong leadership, negotiation and communication skills
• Fluency in English (both verbal and written)
