Director of Operations and Administration

SUMMARY:

Counterpart International is seeking a Director of Operations and Administration for a 3-year program in Afghanistan entitled the Initiative to Promote Afghan Civil Society Phase II (I-PACS II). Under the direction of the Chief of Party and in coordination with US-based Counterpart staff, the Director of Operations and Administration will provide leadership and line management to the Human Resources and Administration teams. The Director of Operations and Administration, will approve, institutionalize, implement, and oversee all Counterpart Human Resources and Operations policies ensuring that these are compliant with USAID and Counterpart guidelines. Polices include but are not limited to the following: 1) procurement, 2) human resources, 3) gender mainstreaming, 4) logistics and travel, 5) contracting. The Director will work closely with the Chief of Party to institutionalize the organizational development of Human Resources and Administration as necessary.

DUTIES AND RESPONSIBILITIES:

• Ensure Counterpart compliance with Afghanistan’s laws and regulations as these apply to legal registration, operations policies, and procurement • Provide direct supervision and guidance to Human Resources and Administration staff. • Ensure the maintenance of an efficient procurement system, design and implement internal control activities. Work with Counterpart procurement staff and other relevant administrative staff to ensure timely delivery of goods and services to programs and requestors which is in compliance with Counterpart procurement policies. Reviews and verifies procurement information, documents and files. • Oversee the maintenance of Counterpart I-PACS inventory and implementation of related policies. Reviews and submits quarterly inventory status reports to Chief of Party • Ensure all Counterpart facilities, assets and equipment are operational, safeguarded and maintained. • Oversee the management of Counterpart’s transportation needs and transport fleet (maintenance and allocation) with reasonable access to vehicles for Counterpart staff. • Other duties and responsibilities as assigned.

SUPERVISORY RESPONSIBILITY: Administration, HR and Procurement

QUALIFICATIONS:

• 5-8 years’ experience working with international development programs in line management positions; • Previous experience working on USAID-funded programs, preferably in Afghanistan; • Outstanding coordination and strategic planning skills; • Proven, positive leadership and team building skills, and ability to manage multicultural teams; • Demonstrated commitment to mentor, enable and empower staff; • Specialized experience in communications/outreach/media and gender programming a strong plus: • Solid computer skills in Word, Excel and other Microsoft Office tools; • Solid analytical capabilities and excellent data presentation skills; • Fluency in both written and spoken English required.
