TERMS OF REFERENCE
1. Project Title: Risk Analysis of the Carriage, Handling and Storage of Dangerous Goods along the Mekong River System
2. Title: Consultant for Editing, design and layout of Risk Analysis of the Carriage, Handling and Storage of Dangerous Goods along the Mekong River System Report
3. Duty station: Home base and theOffice Secretariat in Phnom Penh (OSP)
4. Duration: 20 days, beginning 5 November - 30 December 2011
5. Purpose and Objective

Introduction

Reference is made to the implementation of Risk Analysis of the Carriage, Handling and Storage of Dangerous Goods along the Mekong River Project. The MRC Navigation Programme (NAP) commenced Phase 1 and Phase 2 of the project in November 2010 and now at the stage of combining two final reports: 1.) Risk Analysis and 2.) Recommendation and Action Plan of the above project.

Objectives

· To edit reports;
· To design and layout the reports;
· To provide training of edit, design and layout key points to NAP Programme Assistant.

Scope of work

The MRC NAP programme will produce 2 reports on the Risk Analysis of the Carriage, Handling and Storage of Dangerous Goods along the Mekong River Project. Each of these will require a certain level of editing and graphic design as well as layout for publishing. Because the reports are not all finalized, the precise amount of work required for each is not known. However it is anticipated that the 2 reports will typically require 10 days of editing, 5 days of design and 5 days for layout, a total of 20 working-days.
For each report, the text (Word file) and figures will be provided to the consultant. After discussion with the MRC on the requirements for that particular document, the consultant will then provide a written estimate of the time required to edit, design and layout that document for approval by MRC prior to work commencing. A draft lay-out document will be provided to MRC for minor comment and correction. The consultant will then correct the document and provide a final version.

6. Outputs:

Style and design guidelines

The reports will follow MRC style guide for Technical Papers and Development Series. Examples of these can be downloaded from the MRC website www.mrcmekong.org, and hardcopies can be obtained from the MRC office.
Final reports will be provided to MRC as MS Word, Adobe In-Design and Illustrator files ready for publication. All graphics will also be provided as jpg files. The final document will also be provided as high and low-resolution PDF files
7. Responsibilies and Task:
For each report, the text (Word file) and figures will be provided to the consultant. After discussion with the MRC on the requirements for that particular document, the consultant will then provide a written estimate of the time required to edit, design and layout that document for approval by MRC prior to work commencing. A draft lay-out document will be provided to MRC for minor comment and correction. The consultant will then correct the document and provide a final version.

8. Working Principle/ Reporting Line :

The editor will work under the direct supervision of the Chief Technical Advisor, Navigation Programme, MRCS.

9. Qualifications of consultant

· Demonstrated experience in editing, design and layout;
· Availability in Phnom Penh to work with MRC-NAP staff;
· Availability for this assignment;
· Experience in lay-out of reports and official documentation using MS Word, Adobe and integrating tables and figures from MS Excel;
· Excellent written and spoken English is required;
· Some familiarity with Navigation, Risk Management and Environmental protection would be an advantage.

Cost for Service : No other cost will be paid by MRCS.

10 . Condition of Payment
The consultant will invoice for their time after submission of each final document.
