OVERVIEW OF THE POSITION

Since 2003, the ongoing conflict in Darfur continues to generate enormous humanitarian and recovery needs. While there have been recent improvements in security and important political developments, their impact on the overall level of development needs has not been significant. The region has a long history of severe food shortages and cyclical episodes of drought, which have affected the livelihood of the rural population and determined their coping mechanisms – including migration. Food insecurity is prevailing across Darfur and is reinforced as a consequence of intra-community conflict that causes human displacement, destruction of villages, rupture of agricultural activities, damage of harvests, loss of livestock and blocking of access and supply roads.

GENERAL FUNCTIONS

Role objective:

Guided by the 2013 - 2019 Darfur Development Strategy (DDS), our client in Sudan is embarking on an intervention to eradicate the choke points on selected feeder roads in the five states of Darfur, thus providing access to improved basic services to over half a million inhabitants in Darfur. Choke points/road drainage structures are placed where vehicles are unable to pass due to high volumes of water flow during the rainy season or its resulting severe damage. It is envisaged that this intervention to mitigate these choke points or road drainage structures will also contribute to achieving Pillar II: Reconstruction, of the DDS, as well as contributing to the strategic goals of the Government of Sudan’s National Five-year Development Plan [2012-2016]. The road Sr. Engineer will provide technical support to the entire project team for successful implementation of road drainage structures and feeder roads project funded by the Qatari Government.

The specific tasks under the engagement would include:

Functional Responsibilities:

The Project Engineer will be responsible for the following:-

• Assessment new construction and rehabilitation work requests and preparation of assessment and field reports including data collection for the design and budget.
• Provides technical input to the preparation of project proposals.
• Execution of the construction & rehabilitation projects as undertaken by our client.

The Projects include the construction of buildings, roads, road structures and community infrastructure using contracted firms and community laborers.

Related specific responsibilities:

• Review requests and identify new constructions and rehabilitation works area, carry out assessments and prepare reports with recommendations for follow up actions.
• Liaise with the project stakeholders, develop sustainable solutions and idea for design and estimates the work items for implementation.
• Assist the Senior Engineer and Project Manager, with the technical input to the preparation of tenders, during bid evaluation process and in the preparation of the contracts award approval documents.
• Supervise the construction works, and administer the works execution as per the contractual provisions and the design specifications.
• Overall management of the works implementation with contractor that will ensure the constructions works are completed on time, within budget and to the required quality.
• Timely actions on potential delays and/or cost overruns that can either be prevented or mitigated are to be quickly reported with recommended remedial actions for the Project Manager approval.
• Prepare project/contracts related documentations such as periodic progress reports, site monitoring reports, stake holder meeting minutes, Engineer’s Instructions and Variation Orders, Contractor’s bills review reports, certifications, client hand-over documents and contracts close-out reports.
• Preparation of payment certificate and work progress record for the review of Sr. Project Engineer.
• Working close with contractor in the field with provision of technical support and guidance.
• Provide training and technology transfer to national personnel and contractor’s personnel and advise on good construction practices, good environmental management practices, and appropriate health and safety standards during construction.
• Represent our client in project implementation activities in the field, as directed by the Project Manager, and ensure that our client procedures and the standards are adhering to all project implementation activities.

Project reporting:

The Project Engineer will report directly to Senior Engineer under full supervision of Project Manager.

Team management:

This role does not have any team management responsibility.

ESSENTIAL EXPERIENCE

Education:

§ Bachelor's degree in Civil Engineering.

Work experience:

§ Minimum of 3 years of demonstrable relevant Construction experience.

Geographical experience:

§ Minimum of 3 years of experience in Africa with local experience in East Darfur is an advantage.

Languages:

§ Fluency in English and Arabic are essential.

Education:-

• Bachelor degree in Civil Engineering or any other relevant field is required.
• Master’s degree in the same field is desirable.

Work Experience:-

• At least 3 years of experience in road construction and community infrastructure projects direct engagements is required.
• Experience in supervision of civil engineering construction activities is required.
• Fluency in spoken and written English and Arabic is required.
• Ability to use Drafting software.
