Yemen Consultancy - Local Governance Planning

Al Widyan Association for Social Development Based in Aden, Yemen Three-month consultancy, with the possibility of a further three-month extension

Please note that the successful candidate will be required to speak and write fluent English and Arabic.

This consultancy involves supporting Yemeni civil society participation in general, and improving the participatory governance processes. The Consultant will work alongside the Al Widyan Association for Social Development, in coordination with Local Administration Authorities, communities and other relevant authorities, in assisting/ facilitating the understanding and implementation of increased citizen involvement in local decision-making, through participatory planning and budgeting in the Dar Saad district.

The successful candidate should have a Degree level qualification or equivalent diploma in a relevant discipline, and education/ training in specific aspects of community development.

Experience in strengthening the interaction between government, CSOs and communities, within the framework of decentralised governance preferably in Yemen and/ or in the region; in training men and women, both formally and informally; in building the capacity of CSOs in advocacy and lobbying for changes in policy; in initiating citizen involvement in participatory planning and budgeting, and of working in a resource poor environment.

You should have the ability to transfer skills and knowledge through formal or informal training and skill-sharing; excellent research and analytical skills, including the ability to translate complex (and potentially sensitive) ideas/ issues into briefings and presentations for diverse audiences; to promote a gender sensitive approach in all areas concerning governance and poverty; and understanding of the importance of good networking and information strategies surrounding citizen involvement in participatory planning and budgeting and good command of English and Arabic, both spoken and written. Excellent interpersonal and communication skills, including the ability to communicate and work with a wide range of people in a participatory, respectful, collaborative manner, and to enhance effective work relationships; good team building skills and consensus led approach to work; flexibility, problem solving skills and ability to adapt to a changing and resource poor environment, to approach work with energy and a positive, constructive attitude; excellent organisational and time management skills, with ability to work on own initiative, prioritise and meet deadlines; personal commitment to gender awareness; willingness to undertake road travel in Yemen, and the right to work in Yemen are also essential.
