West Africa AMFm TA Coordinator Clinton Health Access Initiative

In 2009, the Global Fund to Fight AIDS, Tuberculosis, and Malaria approved the launch of an ambitious new initiative to increase access to malaria treatment around the world. Initially, the Affordable Medicines Facility-malaria (AMFm) is available to 9 pilots in 8 countries in Africa and Southeast Asia that account for more than one-third of the global malaria burden. The participating countries have developed detailed plans and are now in various stages of planning, launch, and full implementation of the AMFm and corresponding supporting interventions.
The Clinton Health Access Initiative (CHAI), in collaboration with other organizations within the Roll Back Malaria Partnership, has provided technical assistance to countries during the application process and is committed to continuing this support throughout the preparation and implementation phases of the project. Leading up to the end of Phase 1, CHAI will support countries in developing robust plans to enable a smooth transition to either the next phase of the AMFm or to another model to support ACT access.
The West Africa AMFm TA Coordinator would serve for a period of one-year starting from October 2011 and be located in Accra, Ghana with frequent travel to other participating West African countries.

Responsibilities:
•Liaise with the governments, international and in-country partners, and the private sector to ensure strong communication during implementation of AMFm;
•Provide support to the National Malaria Control Programs (NMCPs) and other partners in planning and implementing critical supporting interventions for the AMFm, with a particular focus on private sector supply chain, monitoring efforts, and innovative marketing approaches;
•Coordinate with other in-country initiatives to ensure that AMFm-related activities fit within a broader national context;
•Engage with first-line buyers to identify and resolve upstream/downstream supply chain issues affecting availability (e.g., manufacturer supply issues, customs clearance bottlenecks);
•Assist with information gathering and analysis for global ACT forecasting;
•Help to determine and implement responses to either high prices or low availability of ACTm identified through monitoring efforts;
•Assist the NMCPs or other partners to publish and disseminate results from AMFm monitoring efforts;
•Contribute towards information gathering and documentation of programmatic best practices and lessons learned for national and global audiences;
•Support participating countries in West Africa to develop robust, country-driven plans for sustaining continuous access to affordable, high quality ACTs in the different post-Phase 1 scenarios;
•Ensure that participating countries in West Africa will be positioned to implement any of these ACT access plans from 2013;
•Build capacity of the AMFm focal point within each of the NMCPs, the AMFm Taskforces, and other in-country partners to manage the AMFm program to the transition to a post-2012 scenario;
•Ensure hand-over of AMFm TA responsibilities, including any tools or documents developed by CHAI, to leaders/implementers of AMFm post-2012.

Minimum Qualifications:
•At least 3 years of professional experience after university graduation
•Fluency in French
•Exceptional problem solving skills and analytical capabilities
•Strong written and oral communication skills
•Strong interpersonal skills and ability to build relationships with senior government and NGO representatives
•Ability to work effectively in a challenging political and multicultural environment
•Ability to multi-task and to be effective in high-pressure situations
•Ability to absorb and synthesize a broad range of information
•Ability to work independently in unstructured settings, and communicate effectively within a remote, decentralized team
•High level of proficiency in relevant computer applications particularly Excel, Powerpoint and Word

Preferred Qualifications:
•Experience in management consulting, finance, and/or relevant private sector experience a plus
•Experience living and working in Africa
•Experience working in public health, malaria and/or other infectious diseases
