VICE PRESIDENT PROGRAM, PARTNERSHIPS, LEARNING & ADVOCACY

CARE is seeking an experience Vice President (VP) for Program, Partnerships, Learning and Advocacy (PPLA) to be accountable for CARE USA’s program quality and CARE USA’s contribution to impact on global poverty and social injustice. The VP PPLA leads and supervises a team whose mandate is to generate, harvest, cross-fertilize and promote the practical application of knowledge and learning throughout CARE and globally for programs, advocacy, partnerships and fundraising. Reporting to CARE USA’s Chief Operating Officer, the s/he sets the vision and the strategic directions and oversees the implementation of PPLA plans and initiatives.

Responsibilities:

· Lead CARE USA’s provision of development and humanitarian program policies and standards in certain technical areas to the organization

· Establish CARE’s development and humanitarian program leadership and positioning within the development community

· Lead CARE USA’s institutional donor engagement

· Lead the establishment of learning and knowledge management approaches to support the impact of CARE’s programs

· Lead CARE USA’s policy and advocacy support to enhance the impact of CARE’s programs

· Participate in CARE USA’s executive management team to provide overall leadership of the organization

Required:

· Masters degree, or an equivalent combination of a Bachelors degree and experience.

· Fluency in English

· A seasoned professional with expertise and minimum of 10-year experience in international development and humanitarian programming.

· Experience in leading strategy development and implementation of strategic changes.

· Experience in demonstrating evidence of program impact and influencing policies and behaviors.

· Experience in leading knowledge management and learning programs.

· Familiarity with international funding agencies.

· Demonstrated excellence in leadership, team management and collaboration.

· Ability to prioritize CARE’s overall organizational interests over and above individual department interests

· Organizational & change management & strategic planning

· Development and humanitarian program design, management, and evaluation

· Planning, budgeting and financial management

· Organizational and staff leadership, management, decision-making & development skills

· Operations management

· Understanding of the evolving roles of international NGOs

· Internal communications and collaboration skills

· Knowledge management skills

· In-depth knowledge of program conceptual and technical approaches

· Relationship building and networking skills

· Fundraising ability

· Advocacy and public speaking
