Vanuatu WaSH Evaluation Consultant

Australian Red Cross is seeking a consultant to lead an Evaluation of the Water and Sanitation and Health Improvement (WaSH) project in Vanuatu.

Australian Red Cross has been actively supporting Vanuatu Red Cross in this project since July 2010. Attached is the Terms of Reference for the consultancy which provides some background information.

The duration of this review is envisioned to be a maximum of 20 days, including up to 14 days in-country, and up to six days in Australia (preparation, report writing, travel and briefing/debriefing meetings with Australian Red Cross).

Australian Red Cross expects that the successful consultant will have the following skills and experience.

Essential

· An understanding of gender and development issues.

· Extensive experience in monitoring and evaluating programs, and be able to provide independent testimonials of their work.

· Experience implementing and/or evaluating community based public health programs in remote communities.

· Experience implementing and/or evaluating community based water and sanitation programs.

· Experience using participatory and beneficiary focussed approaches.

· Experience facilitating discussions across broad stakeholder groups.

· Excellent report writing skills.

Desirable

· A good understanding of the Red Cross Red Crescent Movement.

· Experience working in Vanuatu or the Pacific region.
