UN WOMEN: PROGRAMME MANAGER: INCREASING ACCOUNTABILITY IN FINANCING FOR GENDER EQUALITY (FFGE) PROGRAMME

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
In response to calls from gender equality advocates for increased accountability for implementation of gender equality commitments in economic policies and financing decisions related to aid and domestic resources and building on the collaborative partnership on gender equality between the European Commission (EC), UNIFEM and ITC/ILO (2006-2010) and UNIFEM's work on GRB and aid effectiveness, UN Women will be implementing a new programme that aims at increasing the volume and effective use of aid and domestic resources to implement national commitments to gender equality and women's empowerment. The programme, named EU/UN Partnership on Gender Equality: Increasing Accountability in Financing for Gender Equality (FfGE), will expand the application of effective advocacy and practices for mainstreaming gender in public finance management systems, planning, budgeting and aid management instruments. It is also anticipated that the programme will support strengthened accountability mechanisms in both national and donor processes in fifteen countries. The Programme will have a total budget of US$ 12.5 million mobilized from the EU, Spain, UN Women and other donors.
The programme will be managed by a programme management unit (PMU) based within UN Women HQ. The PMU will consist of a Programme Manager, a Monitoring Specialist and a Finance/Operations Specialist.
The Programme Manager of the programme on FfGE will be working under the supervision of the GRB Policy Advisor. He/She will be in charge of: i) the overall programme management and operational guidance to countries, ii) managing the development of knowledge products and a communications strategy to support advocacy, resource mobilization, learning, reporting and accountability, iii) providing strategic and technical guidance and support to all the Sub-Regional and Country offices in the design of country plans and their implementation, iv) leading advocacy and partnership building and implementation of activities at global level.
The staff member will take primary responsibility for working with the chiefs of other HQ Based Units including Programme Division, Policy Division, Evaluation Unit and Strategic Partnerships, Advocacy, Civil Society, Communications, and Resource Mobilization Division to ensure synergy and collaboration with other programmes and corporate initiatives.

Duties and Responsibilities

Summary of key functions:

Analytical, technical and operational support and advice

  • Analyse overall trends in development and in policy making, together with constraints, opportunities, potentials and challenges relevant to gender equality in programme countries and at regional and global levels;
  • Provide strategic guidance, substantive/technical leadership and support to the sub regional offices (SRO) and Country Offices (COs), in implementing and managing to enable them to deliver results agreed upon;
  • Manage the allocation of funds to sub-regions and countries, and assure the proper utilization of resources approved and allocated to the projects;
  • Undertake substantive research and provide operational inputs in corporate exercises;
  • Provide the country offices, sub-regional offices and geographic sections with the analytical information to assist them to develop and design their programmes on gender and aid effectiveness and FfGE;
  • Contribute analytical papers to the body of knowledge on gender and aid effectiveness and FfGE.

Overall programme management, and operational oversight

  • Ensure compliance to standards, rules and procedures by project teams and implementing partners;
  • Monitor mutually agreed results frameworks and performance indicators to ensure progress, timely support and proactive oversight;
  • Work with relevant UN Women units to identify, document and disseminate best practices and methodologies for replication and upscaling;
  • Develop a database of project status and regularly update to inform programme delivery and performance;
  • Develop TORs and prepare project cooperation agreements with implementing partners and service providers for HQ based activities;
  • Coordinate donor agreement signing and reporting;
  • Track budget performance and monitoring in close collaboration with the Finance Specialist and Geographic Sections;
  • Ensure compliance with UN Women's programme goals and results-based indicators through monitoring missions, consultations with counterparts and providing relevant and timely feedback to Regional Programme Directors and country teams;
  • Implement of activities at global level;
  • Supervise the Programme Monitoring Specialist and Financial Specialist.

Knowledge building and communication

  • Coordinate closely with implementing partners;
  • Design a communications strategy to support advocacy, resource mobilizations, learning, reporting and accountability and ensure its effective implementation;
  • Manage the development of knowledge products;
  • Ensure that best practices and lessons emerging from the programmes are shared across regions and with other relevant partners;
  • Ensure adequate knowledge sharing through the UN Women website in close collaboration with the Organizational and Business Development Team;
  • Represent the Section in internal corporate programme/policy development including SPWs, task forces/working groups, Programme Appraisal Committee and any others as relevant.

Strategic and technical guidance and support to all the Sub-Regional and Country offices in the design of country plans and their implementation

  • Support/guide the design and development of projects/programmes with Thematic Advisors and relevant Geographic Sections, Sub Regional Offices and Country Offices;
  • Provide substantive technical input on gender and aid effectiveness and FfGE for global initiatives including the Strategic Business Plan, Annual Report, Consultative Committee Report etc.;
  • Advise regional offices and project teams including implementing partners such as NGOs and consultants on UN Women's policies and management strategies, and UN Women's rules and regulations for achieving programme delivery and for increasing accountability;
  • Develop an internal communications strategy and ensure regular and relevant information is shared among all offices implementing the projects.

Policy advocacy and partnership building

  • Undertake advocacy work and develops supportive networks;
  • Assist in resource mobilization efforts;
  • Monitor/maintain overview of work on aid effectiveness and FfGE in line with UN Women's Strategic Plan and disseminate analysis and findings within UN Women and with key stakeholders;
  • Represent the GRB Programme Advisor and the GRB Programmes Manager in internal and external meetings as necessary;
  • Serve as OIC for the Section as needed.

Required Skills and Experience

Education:

  • Master's degree ( or equivalent) in Social Sciences, Economics, Political Science, Gender/Women's Studies.

Experience:

  • A minimum of 7 years of relevant experience in development work and particularly on issues of women's economic empowerment and gender equality, with a particular focus on programme management/coordination, monitoring and evaluation and programme development;
  • A proven track record and experience in managing and monitoring results-based and rights-based national, sub-regional and regional programming is required, including experience in financing for gender equality, financial tracking,asset management, aid management and related fields an advantage.

Language Requirements

  • Fluency in English is required;
  • A working knowledge in Spanish and/or French is an asset.
