UN WOMEN: DEPUTY DIRECTOR, PROGRAMME SUPPORT DIVISION

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
The Program Support Division is responsible for the following five key areas of work:
  • Provision of strategic guidance, support and oversight to ensure quality control of UNW activities at country and regional levels, covering all aspects of programme design, implementation, monitoring and reporting.
  • Corporate focal point for the implementation and effective use of Results Based Management, (RBM).
  • Guidance and support to UNW’s coordination function at regional and country level
  • Oversight of the Management of the Multi-donor Trust Funds
  • Oversight and guidance of the Management of the Regional Divisions
  • Provision of rapid technical support including in humanitarian crisis.

Duties and Responsibilities

The Deputy Director, Programme Support Division, reports to the Director of Programme Support Division, who is responsible to provide overall direction and leadership of the Division, as well as the management and oversight of work. The Deputy Director will perform the following functions:
I. Management support of the Division
  • Ensure that the organization has capacity to manage for results and to monitor, analyse and report on progress, as well as to identify capacity gaps and changes in strategy needed to achieve agreed results.
  • Support the preparation of the Division’s annual work plan and set results, performance measurement indicators, and standards in collaboration and discussion with the Team.
  • Support the preparation and monitoring of the budget for financial, human and other required resources to ensure the Division operates efficiently.
  • Support management of the recruitment of qualified human resources and plan for learning and development to maintain expertise.
  • Assist the Director to supervise and assess work to ensure delivery of results according to performance standards, overall objectives and accountability framework.
  • Support teamwork to ensure harmonization, linkages, collaboration and synergy and through the Senior Managers, ensure that staff members are provided sufficient information, guidance and support to perform and deliver results according to the organizational, personal and professional standards of efficiency, accountability and integrity.
II. Strategic Plan implementation support, Program management and, Results based Management, and Quality Assurance
  • Prepare guidance on programme guidance, including through effective linkage with Operations, prepration/rollout of guidance as appropriate and the organization of staff training, and on line support on programming.
  • Ensure effective results based management across UN Women and support preparation of annual reports showing progress against results.
  • Assist the Director in establishing corporate programming standards and manage the process of programme appraisal, and oversee programme quality assurance to ensure strategic results based programme planning, and reporting.
  • Guide and support results based management and reporting across the organization at all levels.
  • Develop partnerships with the UNDG/UN system to enhance UNDG support and guidance to UNCTs and RDTs in programming to achieve gender equality and women’s empowerment and to contribute to strategic programming and policy discussion and agenda setting.
  • Assist the Director in supporting the process of strategic planning and the rollout and implementation of the UN Women Strategic Plan Support oversight of the implementation of program policy mandates from UN bodies (GA, ECOSOC, CSW etc.) and Policy Directives from the Executive Board, SG, and Executive Director of Women.
  • Participate in regional, country and other critical meetings and events to assess the impact and efficacy of UN Women programs, provide input and technical advice in strategic discussions and to promote UN system accountability on gender at the country level through implementation of agreed accountability mechanisms.
III. Support to Country and Regional Level coordination for UN operational activities
  • Work with the UNDG mechanisms to continue the refinement of effective coordination approaches and procedures.
  • Support UN Women staff in carrying out their coordination function at country level as well as at regional level to ensure their full contribution through the UNDG Regional Directors teams.
  • Develop appropriate tools, mechanisms and share practices in support of enhanced coordination efforts and linkages with regional staff.
IV. Representation and advocacy
  • Represent UN Women in inter-agency and inter-governmental forums and other key meetings and events, as designated/appropriate to speak on programming issues, participate in program policy dialogue, discuss initiatives, report on progress achieved and/or present papers/ideas to influence setting of agenda and/or advocate UN Women competencies and mandate.
  • Participate in specific UNDG meetings as requested.
  • In collaboration with the Inter-Governmental and Strategic Partnership Bureau and under the leadership of the Director of Programme Support, maintain active relationship/partnership with Member States, UN system and agency partners, intergovernmental and non-governmental organizations regional commissions’ institutes and academia on women’s issues to enhance collaboration, resource mobilization and/or share ideas to influence agenda and priority setting.
V. Reporting:
  • Work closely with the Executive Board Secretariat to support the achievement of high quality, timely and results-based reporting to the governing body.
  • Coordinate the preparation of UN Women mandated reports required of the Division, ensure relevancy, quality and appropriateness of content and presentation.
VI. Management and oversight of MDTFs
  • Manage the oversight of the development, implementation, effective management and transparent reporting on global funds, including establishment of criteria for fund allocation and assuring quality of allocation decision, monitoring and reporting.
  • Support effective linkage of the global funds with respective thematic clusters to ensure that the funds contribute to the implementation of the staretgic plan.
VII. Regional Divisions
  • Support the Director in managing the development, effective management and transparent work of the Regional Divisions, ensuring that each Regional Bureau ccoordinates the development of relevant regional strategies
  • Support the oversight of the Regional Divisions through UN Women's technical and programming support and partnerships at country and sub-regional level.
  • Coordinate programme guidance for UN Women, staff at regional/country level.
Impact of Results
The Deputy Director of Programme impacts on success of the efforts to formulate and implement the UN Women Strategic Plan and Programmes, effective linkage of programmes with operations and the delivery of programme support at country level.

Required Skills and Experience

Education:
  • Advanced university degree in development related disciplines and or gender issues, economics, public policy or other social science fields.
Experience:
  • Over 15 years of extensive development experience in programme management and programme support, hands-on experience in design, monitoring and evaluation of development programmes, within the UN system, Agencies, Funds or Programs or UN Mission. Experience in Results Based Management in the United Nation Common System as well as solid country level development and management experience is an asset.
Language Requirements:
  • Excellent written and oral proficiency in English is required. Knowledge of other UN working languages is highly desirable.
