UN WOMEN: CHIEF OF CIVIL SOCIETY

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Inter-government Support and Strategic Partnerships Bureau has three key areas supporting effective intergovernmental dialogue in the areas of gender equality and women's empowerment, leading the UN Women's work to support coordination and accountability across the UN system, and leading the work of UN Women in the area of partnership, advocacy, outreach and resource mobilization.

The Chief of Civil Society and National Committees Unit reports to the Director of Strategic Partnerships, Advocacy, Civil Society, Communications & Resource Mobilization for guidance and supervision and is responsible for developing, implementing and reporting on UN Women's strategy for interaction with external partners, including for advocacy, and for mobilization of political will, using effective partnerships with multi-lateral organizations and civil society, communication.

Duties and Responsibilities

1. Programme Management

  • Plan and oversee the management of activities undertaken by the Unit.
  • Ensure that programmed activities and output are carried out in a timely and high quality matter in liaison with other department and entities of the UN System as appropriate.
  • Manage, supervise and carry out the work programme of the Unit.
  • Coordinate the work carried out by the Unit.
  • Provide programmatic and substantive reviews.
  • Contribute to the reporting to Intergovernmental Bodies on budget/programmed performance on programmatic and substantive issues, as appropriate.
  • Carry out programmatic tasks including preparation of budget, monitoring of performance indicator, preparation on inputs on RBB and evaluation of staff performance.
  • Prepare supporting documentation for interagency activities.
  • Responsible for the preparation of regular monitor reports for the CSW, ECOSOC on system-wide coordination and follow up to the Beijing platform for action.


2. Outreach and Coordination (CSW)

  • Identify and develop advocacy alliances and partnerships - including with governments, intergovernmental organizations, civil society, academic institutions, think tanks, opinion shapers - to advance UN Women's mandate and to heighten its visibility.
  • Facilitate in close collaboration with relevant departments and NGO Committee on the Status of Women, the participation of ECOSOC-accredited non-governmental organizations (NGOs) in the CSW annual sessions, by overseeing the selection of the Yvonne Hebert fellowship recipient to participate in CSW.
  • Oversee NGOs' pre-registration.
  • Supervise on-site registration of NGO participants during CSW.
  • Supports the organization of joint UN Women/NGO roundtables on the CSW priority themes prior to CSW, in coordination with the NGO committee on the Status of Women and attend the NGO orientation meeting prior to CSW.
  • Oversee the submission of NGO written statements to CSW and the selection of NGO oral interventions during the CSW session, in consultation with the NGO committee on the Status of Women.
  • Oversee the scheduling & planning of parallel events at CSW annual session.
  • Contributes to the organization of International Women's Day, in collaboration with other UN entities.


3. Communications and Outreach Activities

  • Contribute to the development and implementation of high-visibility advocacy and outreach strategies, including those that are broad gender equality campaigns and platforms.
  • Contribute to a corporate communications strategy for UN Women, positioning the organization as the key advocate and driver on gender equality issues.
  • Maintain liaison with national machineries, women's organization and networks and women's studies centers.
  • Provide timely messages around key intergovernmental events and anniversaries also to National Committees (NC) to support media coverage on relevant issues and visibility of UN Women in countries where NCs exist.
  • Oversee the production and dissemination and of UN Women publications related to Civil society and National Committees.
  • Organize and/or carry out presentation on gender equality issues for public audiences.
  • Design and oversee the regional level database of NGOs and Academic Networks on gender equality issues.
  • Provide advice on on-line discussions.
  • Oversee press releases and other media activities, including preparation of substantive media background and collaboration with Communications and Advocacy Branch.


4. Engagement with Civil Society/NGOs/women's rights networks

  • In close collaboration with Programme and Policy Division, develop and implement UN Women's strategy for effective engagement with civil society for programming, advocacy, and mobilization of political and financial support.
  • Develop and implement a strategy to ensure that issues critical for progress in gender equality and the empowerment of women stay high on the international agenda.
  • Represent the division in planning meetings with NGOs related sections and other inter-agency meeting and meetings with NGOs.
  • Join with women's rights NGOs and other civil society initiatives to amplify and call for action on emerging women's rights issues globally, regionally and nationally.
  • Develop and support effective mechanisms for UN Women to work closely with, and receive guidance from civil society groups, both at global and national level, to continue the existing practice of effective consultation with civil society organizations, and encourage their meaningful contribution to the work of UN Women.

FUNCTIONAL COMPETENCIES

  • Knowledge of the Intergovernmental process in particular as related to gender equality issues and the work of the UN in gender equality issues.
  • Knowledge of the women's movement networks and organization ( global and regional).
  • Knowledge of gender equality and women's empowerment policy issues.
  • Excellent drafting , editing and oral presentation skills.
  • Planning and organizing skills, supervisory skills and technological awareness.

Required Skills and Experience

Education:

  • Advanced university degree in international relations, gender studies, social sciences or related field.

Experience:

  • Over 10 years experience at the national or international level, in gender related issues, public policy, advocacy, and communications. Working experience in UN system is highly desirable.

Language Requirements:

  • Fluency in oral and written English is required. Proficiency in another UN working language is desirable.

The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
