UGRAD Program in Serbia and Montenegro

Meridian International Center is a non-profit organization that promotes international understanding through the exchange of people, ideas, and the arts. Established in 1960 and headquartered in Washington, DC, Meridian offers a wide array of outreach, exchange, and arts programs. We promote dialogue among people of all ages about global issues, connect professionals from different countries and enrich the cultural perspectives of audiences across the United States and abroad.

The Serbia-Montenegro Undergraduate Exchange (UGRAD) Program is an undergraduate exchange program for students Serbia and Montenegro being funded by the Department of State. The program will bring at least 50 students to the U.S. for a year-long exchange program. Students will be from a range of academic disciplines, and will be clustered in small groups in four year universities and colleges, and community colleges throughout the United States for the 2012-2013 academic year.

The responsibilities of the project director include:

  • Establish overall direction and administrative support systems for program
  • Preparing a detailed plan for program implementation
  • Overseeing the staff who are implementing the program
  • Serving as liaison to the Bureau of Educational and Cultural Affairs and university UGRAD Serbia and Montenegro coordinators
  • Overseeing the design and production of program materials
  • Conducting site visits to participating institutions
  • Working with partners to ensure the quality of acculturation and immersion activities for UGRAD students
  • Administering J visas, adhering to all regulations and fulfilling reporting requirements
  • Maintaining clear systems of accountability for all financial elements of the program, and ensuring the systematic, on-time payment of funds to participating students and institutions
  • Ensuring timely and accurate reporting, both programmatic and financial
  • Overseeing the design and maintenance of systems for ongoing quantitative data collection on program participants and participating institutions
  • Working with partners to monitor the overall well-being of UGRAD – Serbia and Montenegro students through program campus coordinators and Meridian staff.

This position is contingent upon contract award.


Qualifications


  • Master’s degree and 4-5 years office/administrative experience or an equivalent of education and experience;
  • At least three years experience required in academic monitoring, scholarship administration, university admissions, or international education and training.
  • Previous work in education programs with Central or Eastern Europe, especially sponsored student programs (preferred);
  • Strong inter-cultural communications skills, as well interpersonal skills and ability to play an active role in team environment essential;
  • Knowledge of US higher education and demonstrated ability to develop solid working relationships with university personnel, such as international student advisors, academic advisers, and other faculty.
  • Knowledge of international student program facilitation, university placements, and program implementation;
  • Familiarity with J visa regulations and administration;
  • Experience supervising program staff;
  • Experience managing financial processes, monitoring budgets, and meeting USG grant requirements;
  • Demonstrated ability to manage multiple tasks, coordinate activities in multiple locations (US and overseas), and to be responsive, meet deadlines, and act decisively in daily work;
  • Experience with design and implementation of program monitoring and evaluation plans;
  • Excellent Microsoft Office Suite skills required;
  • Excellent written and spoken English language skills required.
