Temporary Vacancy - D-1 Chief Rule of Law and Security Insititutions Support Office (UNMISS)

DUTIES AND RESPONSIBILITIES Under the overall authority of the Special Representative of the Secretary-General (SRSG), and under the direct supervision of the Deputy Special Representative of the Secretary-General (DSRSG) or his/her delegate, the Chief of the Rule of Law and Security Institutions Support Office will oversee the work of the Mission in the areas of justice, military justice, corrections and security sector reform and coordinate closely with other Mission components and partners to ensure an integrated approach to support for the rule of law in support of nationally-led plans and strategies. The Chief of the Support Office will be responsible for the overall management of the Support Office and the provision of substantive leadership; Provide analysis of synergies among the technical rule of law and security sector issues in which the Mission is engaged (police, justice, military justice, corrections and security sector reform) and ensure coherence in UNMISS’ overall approach; Support the SRSG in ensuring a coordinated approach of the UN system to rule of law and security sectors, by maintaining information tools that map international assistance and supporting coordination platforms; Guide the Mission’s strategic engagement with Government, bilateral partners and civil society actors relevant to development of the rule of law and security sector reform, including to supervise possible arrangements for co-location of technical experts in mandated areas and contribute to developing additional peacebuilding priorities for the UN system; establish and maintain contacts and effective relations with national legal professionals, government officials and civil society representatives (including counterparts in the Ministry of Justice and other relevant Ministries, Legislative Assembly, the courts, associations of legal professionals, law school, women’s groups, non-governmental organizations, diplomatic missions and donors, and the media); Advise on and prepare research and analysis on complex legal issues, policy documents and guidelines, and outputs such as Section reports and assessments, and participate in legislative reviews; Perform programmatic and administrative tasks necessary for the functioning of the Support Office, including preparation of budgets, reporting on performance and results, managing and evaluating staff performance, job interviewing and evaluation of candidates; Perform any other task as appropriately requested by the Mission leadership.

COMPETENCIES Professionalism - Demonstrated knowledge of rule of law (justice, corrections, police, human rights) and security sector reform issues in post-conflict settings and United Nations strategy, policy and practice in these areas; experience in leading the design and implementation of rule of law or security sector reform programmes and projects; knowledge of criminal law principles and relevant international human rights norms and standards; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. EXPERIENCE: A minimum of fifteen years of progressively responsible experience in law, international affairs, social sciences or other disciplines related to rule of law, security sector reform or human rights is required. At least two years of experience assisting national counterparts in the areas of rule of law or security sector reform in development, transitional and/or post-conflict settings outside the applicant’s home country, preferably in a peacekeeping operation is required. At least five years experience managing inter-disciplinary teams of professionals and inter-agency coordination processes in highly politicized environments is required. Experience in situation analysis, programme planning, management, evaluation, and budgeting, is required. EDUCATION: Advanced university degree (Masters Degree or equivalent) in law, political science or international relations or other disciplines related to rule of law, security sector reform or human rights is required. A combination of relevant academic qualifications and extensive experience may be accepted in lieu of the advanced university degree. A law degree is highly desirable. LANGUAGES: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage
