Supply site Director - MSF Supply (M/F)

Médecins Sans Frontières (MSF) is an international humanitarian aid organisation that provides assistance in more than 60 countries to populations in distress, to victims of natural or manmade disasters and to victims of armed conflicts, without discrimination and irrespective of race, religion, creed or political affiliation.

To develop this work, the MSF OCB is recruiting for MSF Supply a Supply Site Director.

MISSION MSFOCB took an important decision with regards to its supply chain and created the Supply Chain and Logistics Department. This ‘new’ department is , amongst others, responsible for the creation of a new supply unit based on the concept of an ‘end to end supply chain’. This new supply unit will be composed of different managerial functions all assisted by their own management team and implementation team.

This function is responsible for the overall operations of the MSF Supply site in Belgium. It involves the responsibility of ensuring that the internal operations are efficient in terms of using as little resources as needed, and effective in terms of meeting clients requirements. It is concerned with managing the process that converts inputs (in the forms of materials, labor, and energy) into outputs (in the form of goods and/or services).

This function works as the leader of the site making sure that each and every function of the site is properly performed. The MSF Supply Site Director makes:  Strategic decisions related to the management of the MSF Supply site in Belgium  Tactical decisions in support of carrying out the global supply strategy, defined by the Supply Chain Director. This function keeps in mind and guarantees the difference of type of supply chain for OCB, other MSF sections and non-MSF clients.

MAIN ACTIVITIES

This function is assisted by a team of managers and has to ensure that:  this team participates in the development of a strategy for the site  this team receives clear goals and objectives  this team is properly motivated and managed

Strategic level (related to the management of the site)  Optimize the site strategically, so that all activities fit into a continuing process flow.  Form strategic partnerships (networking) with suppliers, distributors, and clients, creating communication channels for critical information and operational improvements such as cross docking, direct shipping, and third-party logistics.  Implement product life cycle management, so that new and existing products can be optimally integrated into the supply chain and capacity management activities.  Align overall site process strategy with global supply strategy.  Develop an HRM strategy for the site, where the two facets of people strategy and HR functional strategy are considered.  Develop a transportation strategy for the site in accordance to the global strategy, including frequency, routes, and contracting.  Set the goals and objectives of the site, according to the general goals and objectives of the global ‘end to end’ supply chain .  Develop a finance strategy of the site, so that the site complies with legal obligations and the MSF financial directives.  Implement the legal strategy, so that all activities comply with the legal Belgian obligations

Tactical level(following the strategy of the Supply Chain and Logistics Department)  Sourcing contracts and other purchasing decisions.  Take production decisions, including contracting, scheduling, and planning process definition.  Implement an inventory management of the site  Oversee transportation operations, including frequency, routes, and contracting.  Make regular benchmark studies (including all MSF supply centers of all sections) of all operations and implement best practices throughout the supply site.  Focus on customer demand, constraints and habits.  Implement the chosen Supply Chain Model  Manage the matters related to administration, finance, technical areas and even hiring of other employees.  Install and follow-up an internal audit system  Report on the whole process flow of the site, with a quarterly analysis on changes/improvements to be made Operational level  Have a daily production and distribution planning overview, including all bottlenecks in the supply site.  Overview, analyze and adapt the production scheduling for the supply site  Follow the demand planning and forecasting, coordinating the demand forecast of all customers and sharing the forecast with all suppliers.  Sourcing planning, including current inventory and forecast demand, in collaboration with all suppliers.  Have an overview and coordinate inbound operations, including transportation from suppliers and receiving inventory.  Have an overview and coordinate production operations, including the consumption of materials and flow of finished goods.  Have an overview and coordinate outbound operations, including all fulfillment activities, warehousing and transportation to customers.  Respect order promising, accounting for all constraints in the supply site, including all suppliers and other customers. Facility Management  Implement health & safety, security regulations according to the local and national legislation (the following list is not exhaustive) o Occupational safety and health, including compliance with local, state, and national laws and agencies o Industrial hygiene o Safety rules for contractors o Risk Assessments o Control of substances hazardous to health o Fire safety o Security & access control  Apply maintenance to the site (preventive, predictive and corrective)  Ensure operational management of the site (cleaning, waste management, environmental issues, reception, office space planning-layout, car parking, specifying-tendering-contracts' negotiation, pest control, daily inspection of escape routes and fire exits)

REQUIRED PROFILE  Good communication skills.  Ability to ensure the smooth running of the site.  Knowledge of different rules and regulations pertaining to the operating of a company.  Maintaining of interpersonal good will and cordial relation.  Administrative capability.  Should possess leadership qualities and managerial abilities.  Strong strategic skills to be able to make the project cost effective.  A strong and dedicated understanding towards the client’s needs and basic requisites.  Good written and oral communication skills for interacting and coordinating work within the different departments and units  Ability to work with diverse group of professionals in close cooperation.  Fluent English and French, both written and spoken Dutch is an asset.  At least 5 years of experience in running a company specialized in international supply  Previous experience in a non-profit organization is an asset
