Senior Specialist - Monitoring and Evaluation

Under the close supervision and guidance of the Cereal Systems Initiative for South Asia-Bangladesh (CSISA-BD) COP, CSISA-IRRI Leader, and the Project Coordinator (Seed Delivery), the Monitoring and Evaluation (M&E) Specialist will work in close collaboration with the M&E Specialist of the CSISA-BD project and report all the project activities on the ground. Overall, all managerial/leadership functions of the M&E Specialist will be performed in an integrated and team approach with all hub staff and implementing partners of the CSISA-BD project. The position os for the USAID-funded CSIS-BD seed delivery project and is based in Dhaka.

Major accountabilities / Responsibilities
• Design the overall M&E System operational framework in consultation with the COP, CSISA-IRRI Leader, Project Coordinator (Seed Delivery), and CSISA-BD M&E Specialist
• Facilitate the development of the program indicators in consultation with Project Coordinator (Seed Delivery) and CSISA-BD M&E Specialist
• Review the proposed indicators and recommend to ensure relevance, accuracy and sustainability
• Facilitate the submission of updated annual and quarterly targets of the project
• Facilitate in planning and preparing the Annual Work Plan (AWP) with respect to the activities and targets and monitor monthly progress of activities in the AWP
• Design the standard reporting forms in consultation with the Project Coordinator (Seed Delivery), Deputy Country Coordinator, CSISA-IRRI Leader, and COP and introduce to the hubs.
• Recommend general policies and guidelines in preparing plans, reports, conduct of surveys and closing a project
• Monitor progress of outputs and effects on a quartery and annual basis
• Analyze monthly and quarterly data and reports and submit comments and recommendations to hubs and management
• Conduct field monitoring evaluation
• Conduct internal evaluation of progress at each stage of development of the different program components and submit report to management
• Provide guidance to the hubs and Field Monitoring Officers (FMOs) for designing the M&E systems and collection information of the project activities
• Design and develop M&E tools for collection of information from field level
• Design database and analytical framework for analysis of information to assess the project progress
• Provide training to the field monitoring officers for regular collection of information from field using the developed tools
• Statistical analysis of the collected information to provide information to the management about project progress
• Prepare monthly, quarterly and annual reports of the project activities
• Provide guidance on the survey or study would be conducted by the partners or outsourced organizations
• Coordinate with government/research institutions on provision of statistical indicators
• Coordinate information dissemination of the project with support from CSISA M&E Specialist
• Coordinate the activities of the external M&E consultants, independent evaluators and outside researchers
• Promote a knowledge sharing and learning culture in the office. Actively work towards continuing personal learning and development in one or more Practice Areas
• Provide advice and support to teams during the annual planning process to ensure strategic priorities of knowledge activities and policy relevance

Qualification requirements
• M. Sc. or Ph. D. degree in social science or in agriculture related fields
• At least 8 years relevant work experience
• The applicants should have experience in the following area(s): Monitoring and evaluation
• The applicants should have experience in the following business area(s): Agro based firms (including Agro Processing/Seed/GM), Development agencies, NGOs
• The applicants should have experience in M&E or related work of large development projects. Preference will be given to those who have experience of working to assess agricultural research and/or on international organizations in multi-cultural and multidisciplinary team settings
• The M&E Specialist should posssess strong communication, coordination, team building and report writing ability
• Excellent communication skill to effectively disseminate innovations and best practices
• Fluency in written and Spoken English and Bangla
• He/She should possess demonstrated expertise and competency in logical framework design, performance indicator selection, and results based planning approaches
• He/She should have demonstrated experience in M&E or impact assessment, rural survey implementation and quantitative analytical techniques
