Senior Specialist- Financial Management, TAP

GAVI JOB DESCRIPTION:

Post title: Senior Specialist- Financial Management, TAP Duty station: Geneva Purpose of the post: To assist the GAVI Alliance and its partners to further implement and strengthen the Transparency & Accountability Policy which aims to ensure that GAVI cash grants are used for approved purposes and are managed according to appropriate standards in financial management.

Key results expected: • Coordination of all Financial Management Assessements (FMA’s) and particularly all Health Systems Funding Platform (‘HSFP’) related FMA’s; • Completion of FMA’s in GAVI eligible countries; • Completion of post FMA follow-up reviews; • Monitoring and completion of investigations; • Maintenance and housekeeping of an up-to-date TAP database; • Monitoring and quality assurance of financial management arrangements and reporting in GAVI eligible countries; • Assist the Head of TAP in the day-to-day management of the Team.

Main duties/ Responsibilities:

• Supports the Head of TAP in overseeing all FMA’s and act as the team focal point for all HSFP related FMA’s;

• Coordinates the prioritisation, planning, execution and reporting of all HSFP FMA’s as well as the discussions with participating agencies and stakeholders (eligible countries, consultants, external auditors, etc…);

• Supports and supplements the Head of TAP in the effective and efficient planning, implementation, monitoring and reporting on core TAP activities;

• Supports the implementation of the new TAP framework for a better control of fiduciary risk and contribute into the permanent refinement of FMA related resources and knowledge tools;

• Contributes to procedures, templates and policy development in order to improve and strengthen the implementation of TAP in the GAVI Secretariat and at country level in partnership with key GAVI partners, and overall the improvement of financial management of GAVI funds in recipient countries;

• Undertakes FMA’s and/or follow-up work and supervises FMA’s and technical assistance work undertaken by other TAP Staffs and consultants;

• Participates in GAVI’s monitoring and new proposal Independent Review Committee reviews by completing the pre-screening of all financial management and audit information submitted by recipient countries;

• Supervises the maintenance and housekeeping of the TAP financial management and clarifications database;

• Provides strategic advice to the Head of TAP on measures to support and improve financial management of GAVI cash grants in recipient countries, including the provision of specific assistance to countries with poor financial management capacities;

• Supports, supervises and conducts investigations of possible misuse of GAVI funds and proposes corrective actions, if needed, to GAVI Senior Management.

• Maintains relationships with relevant peers in partners’ agencies, including through attending events and meetings.

• Extensive travel to undertake the requirements above.

Qualifications: Academic: • Advanced University Degree in Accounting, Finance, Management, Auditing. • A professional certification in Audit and/or Accounting is a plus (CIA, CPA, ACCA, CIMA).

Work experience: • Minimum 9 years of work experience in an international public or private organisation/company with a strong presence or stakes in developing countries in the area of financial management and/or auditing; • Public Sector and Global Health experience an asset; • Strong exposure with financial management practices in developing countries, and a strong knowledge of assessment and capacity building approaches and techniques, including use of Public Financial Management diagnostic methodologies in developing countries; • Strong experience working with bilateral and multilateral development agencies, including an aptitude for, and knowledge of, current issues in development; • Experience of managing external consultants, especially in the context of outsourced critical tasks; • Experience with situations of fraud detection and investigation.

Skills/competencies: • High level analytical and policy/procedures development skills; • Excellence in supervising and developing teams; • Negotiation and conflict management skills; • Strong computer literacy specifically with Microsoft office products (MS Word, Excel, PowerPoint, Access. etc); • Excellent oral and written communication skills; • Ability to work successfully in an international environment and with extensive travel; • Good knowledge of institutional / organisation policies, systems and procedures; • Ability to work in a multi-cultural environment with cross functional and multi-disciplinary teams in a collaborative style; • High standards of personal conduct and integrity; • Tact and discretion; • Leadership & Management of People.

Languages: • Written and spoken Fluency in Englishand French. • Another international language an asset (Spanish, Portuguese, Arabic, Russian).
