Senior Program Manager, Transition Initiative

About the Position: Position Title: Senior Program Manager, Transition Initiative Position Type: Full-time Location: Reporting to: Washington, DC Vice President for Humanitarian Policy and Practice

Purpose: The Senior Program Manager, Transition Initiative is responsible for managing a grant funded by the State Department Bureau of Population, Refugees, and Migration focusing on effective approaches to the transition from relief to development among protracted and returning refugees and internally displaced people. Through field assessments, the Senior Program Manager will develop an education and advocacy program to raise awareness and improve practice in addressing transition challenges among InterAction membership, the U.S. government, and UN agencies.

Responsibilities: • Manage the InterAction Transition Initiative, assuring that the overall objectives of the program are reached in keeping with the priorities of InterAction and the donor agency; • Identify three locations for field assessments of transition programming based on criteria agreed between InterAction and the State Department refugee bureau; • Organize and conduct site visits to the three locations, focusing on analysing the situation for the affected population and the approaches of the host governments, NGOs, UN agencies and the U.S. government in addressing the transition from relief to development; • Summarize the findings of the field assessments in three reports, one for each of the locations visited; • Consult at headquarters level with senior staff of NGOs, U.S. government agencies, including PRM and the Office of Foreign Disaster Assistance, and UN agencies, including UNDP, UNHCR, and OCHA; • Produce on overarching report on good practices with concrete recommendations addressing the policies and practices of key actors; • Provide support for relevant InterAction working groups for which transition issues are relevant and part of their on-going agenda; • Organize a final workshop to communicate the findings of the assessments and agree on further action; • Perform other reasonably related duties as assigned.

Qualifications:

• Masters degree in a relevant field or equivalent work experience • At least five years overseas experience in operational programming in either a protracted refugee situation or a country experiencing a transition from conflict to recovery • Experience conducting short-term field assessments and writing up the findings in succinct reports • Knowledge of the scope of humanitarian and development actors in transition situations and extensive networks in the relief and development field • Proven ability to organize field assessment missions and to conduct them independently • Strong written and verbal communications skills. • Strong interpersonal skills and experience managing the needs and interests of diverse constituencies • Availability for domestic and international travel
