SENIOR PROGRAM MANAGER - EMBATTLED NGO ASSISTANCE FUND

Position Summary
The Lifeline: Embattled NGO Assistance Fund (ENAF) provides civil society organizations with advocacy support and small grants for medical, legal, humanitarian and other emergencies. The Senior Program Manager will direct the daily management and strategic development of this Fund as well as other emergency support assistance.

Some Duties and Responsibilities

  • Coordinate all aspects of the program and other relevant emergency support programs, including operations, program development, financial management, implementation, and evaluation
  • Guide the strategic development of, and develop long-term strategies for sustaining emergency and other assistance to human rights defenders and civil society organizations
  • Network with internal and external contacts to build the overall reputation of the Fund
  • Coordinate the Lifeline Consortium and manage partner sub-grants for both Lifeline and other emergency support work of Freedom House
  • Review and enforce security protocols
  • Review and develop applications to the Fund; this includes evaluating applications, working with referring organizations or individuals, finding other sources of information on the case and country involved, entering cases into database, providing translation if necessary, and maintaining up to date information on cases, with a particular focus on a region to be determined
  • Track developments related to human rights in a designated region (to be agreed upon) and monitor the region’s news sources on a daily basis
  • Draft or lead the preparation of proposals, quarterly reports and approved case reports
  • Oversee staff as they conduct the Fund’s major activities

Qualifications


Minimum Qualifications
  • Bachelor’s degree in political science, international relations, or related field, Master’s degree strongly preferred
  • 10 years of directly related experience
  • Strong ability to communicate effectively in English, both orally and in writing
  • Ability to communicate effectively in a second relevant language is preferred
  • Strong knowledge of financial management, and grants-related compliance requirements
  • Strong knowledge of human rights principles and mechanisms, and understanding of democracy promotion, with proven expertise in multiple specific thematic or regional areas, as needed
  • Strong ability to plan, organize, prioritize work, and multi task to meet tight deadlines
  • Ability to learn database and other specialized software and observe security procedures
  • Experience networking and liaising with members of governments, civil society organizations, international and regional bodies, and private funders; existing network of contacts within this community preferred
