Senior Advisor - Livelihoods Resilience

Salary: £35,480 per annum 24 Month Contract Ref: C471 Based: London, with travel

The main purpose of this role is to develop and lead CARE International UK’s (CIUK) risk and vulnerability reduction and resilience building portfolio and provide critical technical support to existing and new risk reduction, resilience building and climate change adaptation programmes. Key tasks will be assigned in line with CIUK’s strategic plan, the CIUK Humanitarian Team strategic plan, and CIUK’s Climate Change and Food Security Team plan.

The Senior Advisor is a full-time member of the Climate Change and Food Security team and will oversee the development of a strategic resilience building initiative in east Africa, while playing a broader leadership role for the CIUK Humanitarian Team within the CARE confederation around risk and vulnerability reduction and resilience building. The post-holder will provide high-level technical assistance across a range of institutional contexts, including direct assistance to country offices, particularly in east Africa, (and the east Africa regional management unit) and manage major initiatives with minimal supervision. S/he will engage in design and development of new programmes addressing chronic vulnerability, risk reduction, resilience building and adaptation and ensure links to emergency response, preparedness and recovery work.

The Senior Advisor will collaborate with CARE International staff and drive the development of technical resources, materials and knowledge products to improve practice. S/he will also play a significant external representation role, engaging with senior decision-makers and peers to influence policy, promote CARE’s work, and develop new partnerships. S/he will lead the development of a regional knowledge management and learning initiative and ensure that programme learning and evidence is adequately captured and disseminated to interested internal and external parties. S/he will lead analysis work on the current crisis in east Africa and contribute to policy influencing on resilience building issues.

The successful candidate will have an extensive range of programmatic and policy experience - in both humanitarian and development contexts – and will have technical competence in approaches to risk reduction and resilience building, climate change adaptation and food security. The candidate will hold both undergraduate and postgraduate degrees in relevant subjects and/or extensive relevant experience. The post-holder will have strong project and budget management skills (including M+E) and will have liaised with donors on relevant grants and will be prepared to engage in programme design and proposal development. Proven team working and financial literacy skills are important. Relevant language skills are desirable and proven high quality writing and communication skills are essential.
