Roving Public health Advisor

POSITION SUMMARY

This position will contribute to the technical development of IMC’s current health care initiatives, and support the implementation of new, technically sound, and locally appropriate health programming. The selected candidate will provide technical support and expertise in the areas of health sector program design, implementation, monitoring and evaluation. The Public Health Advisor will also play a lead role in providing training and capacity building of colleagues and partners at the field level, as a key contributor to IMCs commitment to ongoing improvement of quality and impact of our health care initiatives.

The PH Advisor will respond to field needs as required, and backstop country management team with the potential to replace Medical Directors, and represent the programming of the IMC mission when needed. The PH Advisor will often be required to manage and coordinate IMC technical staff (Expatriates & Nationals), and ensure IMC’s technical objectives are achieved.

ESSENTIAL RESPONSIBILITIES

• Provide overall technical guidance to IMC program staff during field assignments on all aspects of health sector related programming;

• Act as a liaison with local and regional officials, and UN and NGO agencies in the planning, coordination, promotion of, and support for existing IMC projects with public health components and those in the health sector generally;

• Support the development of concept papers, project proposals and responses to RFIs, RFAs and RFPs from a technical health perspective;

• Conduct needs assessments utilizing reporting formats provided by HTU and ERT and feasibility studies for future programs as requested;

• Coordinate and conduct training of expatriate and national health team staff to maintain and develop awareness and understanding on international standards in health sector program implementation and incorporating context specific and culturally acceptable approaches at the local level.

• Assist the country teams in the compilation, consolidation, analysis and presentation of program impact data;

• Monitor and evaluate program performance through visits to project sites and evaluation of program reports, in coordination with the Health Technical Unit (HTU) and Director of Program Performance and Accountability. (DPPA)

• Advise on adjustments to ongoing programs in response to changing health needs of beneficiary populations over time;

• Deploy as part of the Emergency Response Team (ERT) as an Emergency Roster member as needed;

• Contribute to the development of an IMC specific public health model that guides field staff on the minimum operating standards and best practice approaches in PHC programs worldwide . • Ensuring public health components are coordinated and integrated with other complimentary program activities including nutrition, mental health, water and sanitation, early childhood development as appropriate to the context.

• Other duties as assigned by the Regional Coordinator/Director of International Operations, Director of Health Policy and Practice or Vice President of International Operations as outlined in the reporting section.

SKILLS AND REQUIREMENTS

• Public Health advanced degree or similar;

• At least 10 years of field experience in humanitarian relief or development programs focused on primary health care and public health in insecure settings;

• Excellent program development skills;

• Ability to conduct and supervise new program assessments and write cogent proposals and budgets;

• Knowledge of donor practices, the program proposal process, and humanitarian or development program solicitations and applications;

• Excellent interpersonal and troubleshooting skills

LANGUAGES

  • Ability to read, write, analyze and interpret, technical and non-technical in the English language.
  • Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government and rebel leaders and other related regional players
