REGIONAL GRANTS AND FINANCE ASSOCIATE

The International Center for Transitional Justice (ICTJ) is an international non-profit organization specializing in the field of transitional justice. ICTJ works to help societies in transition address legacies of massive human rights violations and build civic trust in state institutions as protectors of human rights.

ICTJ seeks a Regional Grants and Finance Associate to provide grant and finance coordination, assistance and support to the Africa Program.

RESPONSIBILITIES:

Finance: provide day-to-day guidance to field office accountants and liaise between the Program Office, Africa Region and Finance.

  1. Establish monthly due dates (in coordination with NY) for Africa offices and ensure that monthly expense reports are submitted timely, accurately and completely.
  2. Review monthly field expense reports for accuracy and provide feedback to the HoO’s and local accountants.
  3. Prepare bank reconciliations to accompany each field office package.
  4. Ensure field financial package is complete for submission (includes approved expense reports, supporting documentation and bank reconciliations).
  5. Ensure compliance with organizational standards and financial practices.
  6. Review monthly grant reports and unit reports.
  7. Process reclassifications and other adjustments, as necessary.
  8. Conduct office site visits to monitor and assess financial controls and conduct surprise petty cash counts, if needed.
  9. Provide updates to the VP, Program and Legal on the monthly financial reports, grant reports and other matters that arise.
  10. Provide updates to Africa Regional Director.

Budgets: coordinate with local accountants and HoO’s and assist with developing country budgets

  1. Distribute budget instructions from the Finance Office and provide guidance to local accountants and HoO’s in the preparation of the country budgets.
  2. Verify draft budgets’ compliance with grants and review estimates and projections for reasonableness.
  3. Consolidate Africa regions’ budgets for review and submission to the Director for approval.
  4. Work with the Assistant Controller and Grant Manager in finalizing regional budgets.

Grants Management: assist with the management of country grants

  1. Develop in-depth familiarity with each countries' grants and associated reporting requirements (financial reports and audits).
  2. Perform monthly review of country grants and related monthly financial reports.
  3. Ensure compliance with donor reporting and audit requirements, liaising with HQ staff and local accountants on financial reconciliation process, including confirming budget alignment.
  4. Monitor and assist offices with the timely submission of grant and financial reports.
  5. Prepare grant financial reports, when necessary.
  6. Assist the Grant Manager with new grant “kick-off” meetings.
  7. Provide updates to Program Office and Africa Regional Director on progress of country project implementation as reflected on pace of spending, on different measures in the country’s grant.

Financial Training: train new finance staff on organizational requirements, including monthly expense reporting, bank reconciliations, budget and grant tracking, and monthly or quarterly projections of cash requirements. Travel may be required.

Other duties as assigned.


Qualifications


QUALIFICATIONS:

Education: Bachelors degree in Accounting.

Experience: 5+ years of progressive grant, finance or accounting experience.

Related Skills or Knowledge: Basic grant, accounting and budgeting knowledge. Excellent analytical skills and report writing a plus. Strong proficiency in internet search tools, Skype, and MS Office. Strong Excel skills; basic experience in creating and maintaining databases. Strong organizational skills along with the ability to meet deadlines and multi-task in a fast-paced environment. Excellent oral and written communication skills in English. Other relevant language skills and international experience; writing and editing experience a plus. Flexibility and a commitment to teamwork. Interest in human rights issues, world politics and justice a plus.
