OBJECTIVES OF THE PROGRAMME :
- To provide technical support to Member States in organizing and managing their health systems at various levels with a focus on district health management,
- To help in strengthening national and sub-national expertise in managing health facilities and priority programs
- To develop necessary capabilities in health systems and hospital management using innovative approaches.
- To provide technical guidance to Member States in ensuring effective implementation of global health initiatives
Description of duties:
Purpose of the Post:
Advise and provide technical support to Member States to improve the performance of health systems by strengthening management and support systems at the strategic and operational levels


Organizational Context:

To provide support in developing strategic management culture; to strengthen decentralization through district health capacity building; to promote implementation of innovative approaches for training, including learning by doing, through problem-solving techniques and improve organizational management and to develop systems for support to resource management including human, financial, physical; logistic and information management; as well as strengthening of monitoring and supervision system


Summary of Assigned Duties:
Under the direct supervision of DHS, and general guidance of DRD (Deputy Regional Director), the incumbent will perform the following duties:

1. To collaborate with Member States in developing and enhancing strategic management culture in health systems:
- Development of capabilities in areas of coordination, standardization and managerial processes
- Improvement of knowledge base in strategic management.

2. To provide support to Member States in strengthening and in developing decentralization through capacity-building and technical expertise, including:
- Restructuring and defining responsibilities of district health authorities.
- Training of hospital managers in financial management, program budgeting and cost analysis at hospitals and health centres.
- Evaluation of the processes, mechanisms and integration of decentralization, including hospital autonomy.

3. To promote implementation of innovative approaches for training in management including training by doing through problem solving techniques in Member States:
- Introduce the District Team Problem Solving approach (DTPS) to more countries of the Region.
- Develop a network of DTPS focal points to share experience

4. To support Member States in improving organizational management through Management Effectiveness Programme (MEP) by:
- Extending its use to more countries to strengthen managerial skills particularly at facility level and through a change process.
- Develop a network of MEP focal points in the countries of the Region.

5. To organize and facilitate WHO support in leadership development to improve management at various levels of health system by:
- Decentralization of implementation course and using national languages.
- Development of a network of leadership programme focal points in the countries of the Region.

6. To provide support to Member States to develop systems for good management in the area of maintenance of health facilities, including:
- Advising countries on health facility establishment, planning and using updated norms and standards.
- Strengthening the capacity of countries to set up a health technology policy.
- Developing and updating national programs for maintenance and repair of biomedical equipment and national preventive maintenance systems.
REQUIRED QUALIFICATIONS
Education:
Essential: University degree in Medicine & Masters Degree in Public Health or health related field.

Desirable: Degree in Health System Management

Functional Skills and Knowledge:
Knowledge and experience in management of national health programmes and institutions. Ability to develop regional and national programmes for health management.
Experience:
Essential: At least 10 years experience at national and international level in the field of Health Management in advisory or executive capacity.

Desirable: Experience in teaching in health management in developing countries.
Languages:
Excellent knowledge of written and spoken English.
Working knowledge of Arabic and French an asset.

Annual salary: (Net of tax)
US$ 80,629 at single rate
US$ 86,791 with primary dependants
Post Adjustment: 37.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
