Programs Effectiveness, Accountability and Learning (PEAL) Coordinator– Systems Development

Caritas Australia is the Catholic agency for international aid and development in Australia and works with partners in Australia, Africa, Asia, Latin America and the Pacific. We work to address the causes of poverty and bring about long term change, by working with communities who experience poverty, injustice, hunger and oppression regardless of their religious, political or cultural beliefs.

The PEAL Coordinator - Systems Development contributes to CA IP team’s accountability, effectiveness (including quality and impact of programs) and continuous improvement, specifically through strengthening of CA’s program management systems, tools and processes and ensuring they reflect good management practices.

Knowledge, Skills and Experience for this role (selection criteria)

Essential

  1. Relevant tertiary degree or extensive international development experience, particularly in the area of managing & enhancing program management systems, with strong focus on design, monitoring, evaluation and learning
  2. Strong understanding of all aspects of program quality, the practical issues faced by program managers, and how program management processes contribute to achieving and measuring results.
  3. Excellent understanding of AusAID systems and policies in relation to NGOs
  4. Experience in supporting initiatives that promote learning and organizational change; and ability to develop a wide range of tools and approaches to promote new ways of working with different audiences.
  5. Strong facilitation and interpersonal skills and ability to apply these skills to the planning and development of program management systems
  6. Excellent communication skills and strong analytical writing skills in English: ability to convey ideas clearly and succinctly; experience in developing a range of practical program management tools, guidelines, procedural manual, etc.
  7. Demonstrable experience in developing and managing Program Management Information Systems
  8. Experience in providing advice, information and guidance to colleagues and ability to identify potential barriers and strategies for delivering the same
  9. Strong analytical and conceptual skills, as demonstrated in the ability to identify and analyse needs of various stakeholders and employ this to deliver improved systems that meet accountability and effectiveness agenda
  10. Good understanding of current evaluation approaches and techniques for assessing outcomes and wider impact
  11. Demonstrate good understanding of the Australian Council for International Development (ACFID) Code of Conduct.
  12. Demonstrable skills in working in teams and influencing others, including people from different backgrounds and cultures
  13. An understanding of and willingness to work within the Catholic ethos and a commitment to work within the principles and values of Catholic Social Teaching.

Desirable

  1. Awareness of EEO and equity issues in international development as well as in Caritas Australia.
  2. Commitment to participate in OH&S initiatives in the workplace and foster safe work practices.
  3. Commitment to participate in initiatives that foster workplace relations (eg, Performance and Development Reviews, KPIs, staff meetings and workplace social events).
