Programme Manager, Public Sector Integrity

The Transparency International Secretariat (TI-S) in Berlin is seeking a highly motivated professional for the position of Programme Manager, Public Sector Integrity.

Transparency International (TI) is the global civil society organisation leading the fight against corruption. Through more than 90 chapters worldwide and an international secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.

The Programme Manager, Public Sector Integrity, will be managing TI’s Public Sector Integrity Programme, which will be based in the Research & Knowledge Group at the TI-Secretariat.The programme seeks to develop and scale-up evidence-based advocacy initiatives in key areas of public integrity, such as local governance, political financing, the judiciary and procurement. TI’s Public Sector Integrity Programme, which is currently in its inception phase, is one of six key programmes which form the cornerstone of the organisation’s implementation of its Strategy 2015.

In recognition of the vast knowledge and experience on public integrity issues, accumulated by the TI movement and the entire anti-corruption community over the last decade, the Public Sector Integrity Programme will build upon existing promising practices on civil society’s approaches to enhancing the integrity of the public sector. It will seek to strategically apply such promising anti-corruption tools and solutions – and, where needed, expand the overall repertoire of approaches – to identified priority areas.

TI is looking for an innovative programme manager to take the lead on the continued design and roll-out of the programme. In addition to overall project management responsibilities, the programme manager will also provide technical assistance to multi-country projects that include public integrity research and/or advocacy, with thematic areas ranging from corruption risk assessments in grant management, climate governance, and access to information to procurement. The programme manager will be responsible for managing a small team working on TI’s portfolio of public sector tools, such as the National Integrity System Assessments.

Job Grade: Programme Manager

Job Objectives:

•Further develop and lead the implementation of TI-Secretariat’s Public Sector Integrity Programme,
•Manage a wide-ranging learning & review process on public sector integrity issues, diagnostics tools and solutions,
•Oversee TI’s portfolios of public integrity tools, with a focus on the National Integrity System Assessments and Integrity Pacts.
•Manage the design of research and engagement tools by external consultants and advise on their application by TI National Chapters through providing technical assistance and quality control;
•Significantly advance TI’s work on public integrity issues at the local level
•Review and provide quality assurance of public sector-related research outputs developed by TI National Chapters
•Engage with TI movement, particularly the National Chapters, on public integrity research tools, evidence and advocacy implications
•Promote the Public Integrity Programme externally with key international organisations and civil society partners working on the issue;
•Liaise with current and prospective donors for the programme to ensure programme roll-out across the TI movement;
•Line-manage a small team.
Knowledge, Experience and Skills:

•Masters degree or higher in relevant field (e.g. Public Administration; Development Studies, Economics, Political Science, Sociology)
•Minimum 7 years work experience in the field of anti-corruption research, policy or advocacy
•Extensive experience in managing teams, programmes and research projects in a multi-country context
•Proven skills in managing, designing and implementing applied research tools on governance and corruption
•Sound knowledge of public integrity research and advocacy tools, with a particular focus on those which actively involve civil society
•Proven expertise in turning research products into advocacy, policy and engagement tools
•Strong writing and editing skills
•Experience in working across cultures
•Fluency in English (written, spoken) with additional language(s) (preferably French or Spanish) an advantage
TI Secretariat reserves the right to appoint to another staff level subject to education and qualifications.
