PROGRAMME DIRECTOR - (MALARIA EDUCATION)

The MENTOR Initiative is a “not for profit”, charitable, non-governmental organisation devoted to reducing death and suffering from malaria in humanitarian crises. The MENTOR Initiative is currently providing ongoing emergency support to the most vulnerable communities in Haiti, Liberia, Angola, Kenya, Somalia, the Central African Republic and Eastern and Southern Chad.

Title: Programme Director – (Malaria Education) Work Base: MENTOR Liberia, Nimba County (Refugee affected Districts) Reports to: Country Director Start Date: December (4 months) Terms: Consultancy contract fee 3500-4000USD/month, 17 USD/day in country living allowance, accommodation, roundtrip flight, comprehensive medical insurance. Pending funding confirmation from donors.

Detailed tasks: Programme Director Nimba will work with the Country Director and Operational Research Support Coordinator to help ensure the implementation of effective malaria education activities under a UNICEF Grant

Specific Tasks/Products:

  1. Malaria Education through Community Health Volunteers: Working closely with the County Health Team, and National Malaria Control Programme to build the capacity of Community Health Volunteers to deliver Malaria Education. • Develop the training for CHVs for malaria. • Develop a package of malaria education tools for CHV and community • Work with a national team to deliver training for all of the CHVs working in the catchment area • Support a national team to monitor and supervise the delivery of malaria education in the community by CHVs

  2. Education Education through Teachers Working closely with the County Education Team, and the National Malaria Control Programme to build the capacity of Teachers to deliver Malaria Education • Develop the Training for Teachers. • Develop a package of malaria education tools for teachers and community. • Work with a national team to deliver training for all of the Teacher’s of a certain school grade (primary) working in the catchment area • Support a national team to monitor and supervise the delivery of malaria Education in the community by Teachers

  3. Operational Research – Talking Books • Support the operational Research Coordinator and Interns to design the protocol for the research study • Provide support to the national study coordinator to implement the study protocol as per the design.

  4. Report Writing: • Responsible for providing the CD and UNICEF with weekly updates on implementation progress of programme activities etc. • Responsible for leading the development of all donor technical reports as per the grant agreement • Responsible for supporting the CD in the development of new donor proposals as required.

  5. Operations Management: Provide overall operations direction for the Nimba base. • Ensure that the adminstration and human resources policies of MENTOR and Liberia are upheld in the programme. Coordinate with the Operations Director on all such activities • Ensuring that the budget is managed to meet donor requirements and MENTOR financial procedures. Coordinate with the Operations Director on all such activities. • Manage a team of national staff • Ensure that the base is functioning as per MENTOR internal regulations.

  6. Coordination: • Represent MENTOR and the project at the relevant local and capital level meetings

  7. Other: • Support new emergency assessment trips as required. • Represent the organisation for malaria prevention with other organisations at local levels when requested.

Essential Requirements - Working knowledge of both FRENCH and ENGLISH required - Degree in Public Health, Education or a similar field. - Proven experience managing malaria programs in a humanitarian environment - Experience managing a field base - Experience with and willing to work in insecure environments and to travel daily to field sites. - At least 3 years of overseas experience managing health programmes with NGOs - Proven experience conducting training and coaching and eliciting community participation. - Excellent interpersonal and consultative skills, including the ability to communicate, present, negotiate and influence a variety of audiences - Experience of developing and maintaining relationships with other NGOs, government and other relevant stakeholders. - Experience of providing leadership and coordination in planning, budgeting, monitoring and evaluation. - Proven data analysis, operational research,and report writing.
