Programme Director ENCISS and Senior Programme Manager ENCISS

Christian Aid manages the ENCISS Programme in Sierra Leone, http://www.enciss-sl.org/ , which seeks to strengthen the relationship between state and non-state actors to promote pro-poor policies in Sierra Leone. ENCISS is funded by UKaid from the Department for International Development (DFID) and the EU. We are looking for exceptional candidates who are both proven leaders and experienced strategic managers to head up the ENCISS team and deliver the next phase of the programme. This is a rare opportunity to influence, shape and support the development of civil society in Sierra Leone. In-depth knowledge of Sierra Leone and / or West Africa is required for both these posts.

Programme Director
(Leones 221,522,663–334,952,611 pa, negotiable, based on experience)

As Programme Director you will be responsible for overall representation, strategic leadership and operational management of the high profile ENCISS programme. You will develop, implement and deliver a successful, integrated multi-sectoral programme to achieve memorable outcomes in the creation of a strong and positive civil society. You will promote, articulate, and ensure a common program vision and strategy among the civil society organizations, while ensuring effective implementation and timely submission of all deliverables.
The successful candidate will be a superb communicator and strategic thinker, able to think creatively outside the box, and proactively find solutions in the face of an ambitious programme. You know and understand culture and civil society in Sierra Leone, and have substantial experience of working with Sierra Leonean CSOs, State and National Government and the International Donor Community. Extensive experience of managing large complex multi-partner development programmes is a pre-requisite, along with proven management and leadership experience. You will have a post-graduate Degree in an international development-related subject, ideally with advanced qualifications in Management or Finance.

Senior Programme Manager
(Leones 212,921,230 – 240,160,059 pa, negotiable, based on experience).

As Senior Programme Manager you will provide technical leadership and overall operational management of ENCISS. You will develop technical strategies working with technical expertise from within Christian Aid and manage the implementation of programme activities, providing expert guidance on facilitating civil society in Sierra Leone, and overseeing the grant-making process. You will represent the programme externally and maintain close liaison with grantees, DFID, head office and other external stakeholders to ensure the timely submission of all deliverables. This is a senior leadership role with significant line management responsibility, reporting to the Programme Director.

The successful candidate will be an excellent project, process and people manager, with proven interpersonal, teamwork and communications skills. You will have significant experience in managing complex, multi-sectoral, international development donor programmes, preferably in Sierra Leone or West Africa, and solid knowledge and understanding of current good practices in civil society organisations and donor requirements. You will be proactive, collaborative and able to see the big picture, along with attention to detail. You will have a post-graduate Degree in an international development-related subject, ideally with advanced qualifications in Management or Finance.
