Program Officer, Freedom of Expression

Freedom House supports the spread of freedom and democracy throughout the world through research, effective advocacy, and programs directly supporting frontline activists. We are a leader in identifying threats to freedom through our highly regarded analytic reports, including Freedom in the World. With 13 field offices and two U.S. offices, we are supporting the right of every individual to be free.
Position Summary
The Program Officer will develop culturally appropriate programming initiatives that have the strong support of local stakeholders. He/she will report directly to the Senior Program Officer. This position is contingent upon funding.
Some Duties and Responsibilities
  • Conduct day-to-day project administration to support programming and advocacy on Freedom of Expression (FOE)
  • Organize program activities globally, including meetings and events and arrange travel
  • Implement and coordinate all operations related to programming
  • Oversee and manage program expenditures and budget
  • Assist with financial management, manage and track expenses to include monthly filing and quarterly financial reports
  • Assist with the preparation of proposals and budgets, draft correspondence and notes
  • Assist in drafting standard reporting requirements for funders
  • Represent Freedom House at DC events/meetings relevant to program and brief relevant teams afterwards
  • Facilitate, process, and track requests by partners, subgrantees and other departments
  • Monitor key events and issues related to freedom of expression in priority countries, maintain background files and social media coverage
  • Conduct pre-departure briefings for Freedom House staff members and consultants as needed
  • Coordinate closely with other DC-based staff who work on regional and thematic programs
  • Build and sustain good relationships with other international NGOs working on FOE
  • Contribute substantively to proposal development and fundraising opportunities
  • Monitor and report on FOE projects; and other programmatic and administrative duties as needed.
  • Support Freedom House’s ongoing advocacy of democratic governance and human rights issues through FOE social media accounts and occasional contribution to Freedom House publications, articles, and press releases.
  • Contribute to the development of promotional materials
  • Maintain database and program files
  • Conduct research
  • Travel as needed

Qualifications


  • Bachelor’s degree in International Relations, Media Studies/Journalism, Political Science, or related field; Master’s degree preferred
  • Strong ability to communicate effectively in English, both verbally and in writing
  • Minimum 4 years of related experience with a minimum 2 years experience in project management
  • Strong knowledge of human rights principles and mechanisms, and understanding of democracy promotion
  • Strong ability to conduct research using varied sources and present findings verbally and in writing
  • Knowledge of freedom of expression issues
  • Strong ability to apply interpersonal skills, and successfully work in a diverse and multicultural environment
  • Ability to collaborate with others and work as an effective team member for the success of the team
  • Ability to work independently with minimal subversion, and meet all goals and deadlines
  • Strong ability to plan, organize, prioritize work, and multi talk to meet tight deadlines
  • Ability to apply superb attention to detail and consistently produce timely and error-free work
  • Ability to consistently apply good judgment in problem solving and decision making
  • Strong ability to apply interpersonal skills, and successfully work in a diverse and multicultural environment
  • Experience with online Content Management Systems and/or internet publishing
  • Experience with budget development and management along with strong finance and math skills
  • Knowledge of USAID compliance and funding mechanisms preferred
