Pakistan Field Coordinator

Contract Duration: 12 months

General Objectives: The Field Coordinator will be responsible for the coordination, management, development and representation of ACF programming in the province. They will normalize Administration (HR/Finance), Logistics (Procurement, Supply) and Technical Programming in order to support early recovery programming for conflict and flood affected populations, ensure that field teams are prepared to respond to emergencies and concurrently ensure the safety and security of ACF staff and assets in their area of responsibility. The Field Coordinator will assist in the Technical Coordinators’ follow-up of technical departments’ field work.

This is a challenging managerial position which directly line manages all key staff (HoBs, PMs, Provincial Administrator and Provincial Logistician) at provincial level in close coordination with the technical management referents in Islamabad (Technical Coordinators, Administration and Logistics Coordinators) promoting integration while acting as a conduit and focal point for Coordination as the senior representative of ACF in the province.

Objective 1: Effectively manage and develop ACF Programming and Strategy in the Province.

Activities:

* Lead and motivate the management team in the Province. * Carry out appraisals at appropriate intervals for all line managed staff. * Ensure proper PCM follow up and implementation of project activities in line with the different workplans through line management of the PMs (and under the technical guidance of the Technical Coordinators. * Promote relevant, needs-based, integrated humanitarian/recovery programming as per DCD directions/guidance in ACF integration approaches. * Ensure good level of coordination and integration of new program assessments and project evaluations in the province * Actively participate in the Country Strategy Review (when requested) and ensure the implementation of it. * Examine possibilities for program expansion at both geographical and sectoral dimensions * Actively participate in reporting and proposal development in collaboration with Technical Coordinators. * Ensure good coordination between Technical and Support departments in all Bases in collaboration with HoBs. * Support and guide the PMs in the development of potential partnerships/alliances * Issue WSR to Capital Office, set up a reporting system and implement and review the reporting flowchart. * Support Country Director (CD), Deputy Country Director (DCD) and Capital Office in their analysis. * Data collection and research, analysis of socioeconomic, humanitarian and security issues in the province to support in the definition of new proposals/concept notes * Identification and evaluation of potential partners and partnerships at field level. 

Objective 2: Safety/Security of ACF personnel and assets

Activities:

* Analysis, identification, quantification and, through line management, mitigation of assessed risks. * Maintenance of updated national security plans (procedural, SOP, MOSS, health, evacuation) * Development and maintenance of security network (formal/informal) at provincial level. * Training and compliance of ACF staff towards security regulations. * Responsible for provincial-level decisions regarding the Security and Safety of all ACF premises and staff in the Province and lead the provincial Incident Management Team, ensuring implementation of the IMT Flowchart (information sharing, IRs development, ad hoc security measures etc). * Closely coordinate with Crisis Management Team (CD, DCD, LOGCO) for any developments on the security situation. * Brief all staff on security and context changes as needed. 

Objective 3: Overall responsibility for Administration and Logistics in the Province

Activities:

* Supports and follows up HR, Finance, Supply, Procurement, Fleet and Movements in the province, including planning, authorization of expenses and reporting through line management of the HoBs and Provincial Logistics and Administration teams in coordination with ADMIN and LOG Coordinators. * Ensures that ACF policies, procedures and donor regulations applicable to field activities are executed in close collaboration with HoBs. * Defines HR needs and ensures field recruitment is carried out according to regulations and national labor laws. * Brief and debrief incoming and outgoing international and senior national staff. * Responsible for stress management and conflict mitigation within the teams. * Support and give guidance to HoBs to hold the weekly base coordination meetings and promote departmental coordination. * Ensure the carrying out of timely, proper national staff performance appraisals in province. * Chair monthly CCP meetings to revise and follow-up programs and operations expenditures. (Programs Vs Budgets). 

Objective 4: Provincial representation of ACF and adherence to Mandate/Charter/Principles.

Activities:

* Act as the senior representative of ACF in the province and liaise/exchange information with CD, DCD and other FieldCo(s) to ensure common ACF positioning in humanitarian issues. * Promotion and defense of humanitarian principles towards all stakeholders. * Lead field-level advocacy undertakings with the support of the CD and DCD. * Maintenance/expansion of regular relations with field-based donors, authorities and partners. * Compliance with national laws, regulations and best practices. * Participation in communication activities with Country Office and HQ. * Ensure respect of ACF Code of Conduct by all ACF staff. * Meet regularly with all relevant stakeholders (Provincial/District authorities, local and international humanitarian and development actors, beneficiaries, etc.) * Development of an information (formal/informal) network. 

Level of study/specific qualifications/technical requested:

* Advanced University degree (Masters). Excellent geopolitical analysis skills. * Proven security and safety management. * Significant experience with INGOs and interest in humanitarian action. Previous experience with ACF in emergency and post-emergencies an asset. * Proven management skills (HR, projects, conflict management) * Advanced knowledge of donors’ guidelines and procedures (ECHO, UNICEF, DFID, OFDA, etc.) * Ability to organize, train and motivate a multicultural team. * Good diplomatic and negotiation skills. * Disciplined and able to work and arrive at decisions autonomously with minimal guidance. * Fluent in English (professional English needed). * Excellent drafting and written skills. * Creative, innovative and a self-starter. * Experience and flexibility in working with complex/big Organizational Charts
