Malaysia Migration Health Physician (P3)

Context:

Under the general supervision of the Head of Office in Malaysia, the direct supervision of the Chief Medical Officer (CMO) in Malaysia and with technical support from the Regional Health Assessments Programme Coordinator, the successful candidate will be accountable and responsible for conducting health assessments of refugees and migrants in Malaysia and will participate in the development and management of non-health assessment projects in Malaysia.

Core functions/ responsibilities

  1. Assist the CMO in planning health assessment pipeline and monitoring staffing level and resources required to reach the targets set by resettlement countries. Liaise with Resettlement Support Center (RSC) regarding planning, scheduling and special requests.

  2. Take part in recruitment and training of medical staff.

  3. Coordinate daily assignments to the medical staff; provide direct supervision of the health assessments and guidance to the national staff.

  4. Maintain quality control and quality assurance system: prepare and regularly revise Standard Operating Procedures (SOPs).

  5. Conduct on-the-job training for the national staff, re-read part of chest radiographs, perform audit of the medical documents, check timeliness and accuracy of the data entry, review performance indicators, identify problems and suggest corrective measures.

  6. Supervise management of tuberculosis (TB) patients; ensure that TB detection, treatment, recording and reporting are performed according to the requirements of the resettlement countries and internal IOM standards.

  7. Supervise pre-departure health procedures (fitness-to-travel checks, pre-departure treatment), in coordination with the CMO and the Chief Nurse. Maintain a pool of medical escorts, perform training, coordinate assignments, and provide supervision of escort activities. Liaise with the operations department regarding movements.

  8. Support public health activities, including surveillance among refugee population in urban setting including prevention and response to outbreaks of communicable diseases, in coordination with the CMO.

  9. Supervise collection of the demographic, health and epidemiological data and preparation of statistical reports for the stakeholders (donors, health authorities of the resettlement countries, Migration Health Department, Headquarters, other IOM departments). Review data collection procedures and suggest improvements.

  10. Liaise with external service providers, governmental or international counterparts, health authorities of the resettlement countries and IOM departments, in the absence or on behalf of the CMO.

  11. Assist the CMO with budget preparation and monitoring.

  12. Take part in the development and monitoring non-health assessment projects.

  13. Perform such other duties as may be assigned.

Technical

Desirable Qualifications and Experience

a) completed University degree from an accredited academic institution in Medicine and degree in public health an advantage; b) five years of international experience in public health, migration health, health project management or work in international medical NGOs and two years of which in clinical environment; c) knowledge of project development, implementation and monitoring; d) knowledge of epidemiology of communicable disease.

Languages

Thorough knowledge of English. Working knowledge of language(s) of the region an advantage.

NOTE:

  1. Appointment is subject to approval of budget by the donor.
  2. The tenure of contract of staff members holding a regular contract will remain unchanged.
