JOB CONTENT
Reporting to the Chief Legal Adviser and the Technical Legal Advice Section Manager, the post holder will provide legal support independently or under the guidance of a peer.

More specifically the main responsibilities in the field of Technical Legal Advice include:

  • Providing legal support in the development of rulemaking tasks and the execution of the rulemaking programme;
  • Cooperating with the other Rulemaking Departments to ensure the legal quality of rulemaking deliverables;
  • Providing legal advice on the interpretation of the EASA Basic Regulation and its Implementing Rules, on the Chicago Convention and its Annexes, and other international regulatory material in the fields of competence of the Agency;
  • Establishing and maintaining good cooperation with the external partners of the Agency within the scope of his/her responsibilities;
  • Establishing and maintaining good cooperation with other directorates and departments within the scope of his/her responsibilities;
  • Communicating on the Agency’s policies in the job holder’s fields of activity in the appropriate forums, including the organisation of conferences and meetings, under the guidance of management.

The Legal Department is looking for someone who can strengthen the team specifically in the fields of initial and continuing airworthiness, and who will be able to work independently in these fields very soon after taking up function.

SPECIFIC COMPETENCES AND SKILLS

a) Essential

  • University degree in Law; Very good knowledge of the European Union framework for the regulation of aviation safety and of the institutional framework and decision-making procedures of the European Union;
  • Very good knowledge of international and European aviation safety law; Good knowledge of initial and continuing airworthiness regulations within the EASA framework;
  • Strong legal drafting skills and ability to prepare regulatory text proposals as well as legal opinions;
  • Strong analytical skills and the ability to find solutions to complex legal issues;
  • Ability to explain complex legal issues to non-experts in a service oriented manner;
  • Ability to work under pressure and tight deadlines;
  • Very good command of both written and spoken English.

b) Advantageous

  • Previous experience in Rulemaking or working for/with a regulatory body in the field of aviation; Recent professional experience in the fields of initial or continuing airworthiness;
  • Good general knowledge of the European framework for the regulation of air transport and of applicable international standards; Knowledge and understanding of the interface between airworthiness and operations; Postgraduate studies relevant for the scope of the vacancy notice; More than the minimum work experience within the scope of the vacancy notice; Ability to summarise complex situations and conveying key messages to senior management, as demonstrated by previous professional experience;
  • Previous experience in participating in working groups of technical experts;
  • Professional experience in an international environment, specifically gained through participation in relevant international working groups or processes;
  • Strong interpersonal and communication skills, including the ability to give presentations for a variety of audiences;
  • Proven ability to work in a team, but also to work independently.
