Senior Auditor

Under direct supervision from the Chief Audit Division, the incumbent of this professional post will assist in carrying out the internal audit function of the Agency. In accordance with the established Agency policy and procedures, the incumbent will:

Primary Duties and Responsibilities • Perform audits and inspections of UNRWA’s systems at Field and HQ locations, including audit planning, fieldwork, and reporting according to international audit standards and Department of Internal Oversight Services (DIOS) practices and procedures; submit draft reports to Chief, Audit Division (CAD); • Follow up on actions taken by management on recommendations issued in DIOS audit reports; monitor and assess the status of implementation of auditee actions taken; prepare correspondences for CAD auditee distribution: • Perform quality reviews of other audit work papers and reports, for accuracy, methodology used, soundness of conclusions, and adherence to international audit standards and Department of Internal Oversight Services (DIOS) practices and procedures; • Assist CAD in the development and monitoring of internal audit work tools and practices, and in the preparation of annual planning and reporting documents;

Professional Knowledge and Experience • Advanced university degree in accountancy, business administration or other discipline related to the main functions of the post; • Certification of a professional body of auditors such as the Institute of Internal Auditors, the Information Systems Audit and Control Association, or the Institute of Chartered or Certified Public Accountants; • At least eight years of professional experience in operational and management auditing in a large government, non-profit organisations, and/or the private sector; • Experience in modern audit techniques- including computer aided audit tools; • Proficiency in oral and written English.

Competencies • Excellent communication skills in spoken and written English, including ability to draft / edit audit reports; • Ability to deal effectively with both executive and functional management; • Ability to work independently and as part of a team on audit tasks with little supervision; • Ability to lead a team, manage its output and provide advice as required; • Ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity, including gender balance; • Strong analytical skills, good judgment, and team leadership.

Desirable Qualifications • Fluency in written and spoken Arabic; • Experience conducting IT audits, and knowledge auditing in an SAP environment; • Working knowledge of UN financial rules, regulations and procedures; • Good knowledge of the conditions prevailing in the Agency’s area of operations with the ability to appraise and evaluate the implications of economic, political, cultural and historical variables in those regions.

Equivalency When the minimum requirements are not fully met, the Human Resources Department may substitute part of the unmet requirements under UNRWA’s equivalency determination guidelines with a combination of relevant academic qualification, additional professional training and/or progressive relevant work experience. Note: Work experience alone or formal qualifications with no relevant work experience are not considered sufficient for an equivalency determination.

Additional Information The incumbent will be required to travel frequently and extensively in the Agency's area of operations in the Middle East.

Conditions of Service
UNRWA offers an attractive compensation package including annual salary starting at $72,373 net tax free with dependants or $67,395 single, plus post adjustment of 42.2%. Other benefits, subject to eligibility, include education grant, dependency allowance, home leave, pension fund, health insurance and 6 weeks annual leave. All UNRWA duty stations (with the exception of Gaza) are family duty stations. Initial contract is for one year, with the possibility of further extensions subject to the availability of funds and the continuing need for the post.
