Handicap International is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Handicap International is a not-for-profit organization with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.

Through its Emergency Response Department (ERD), created in 2006 after the merge with Atlas Logistique, the organization is committed to: - Provide an adequate response to major natural disaster and conflict situations, anywhere in the world as much as possible within 72 hours; - Provide assistance to vulnerable groups (refugees, IDPs, persons with injuries, elders, children, etc.) affected by a crisis and maximize the number of beneficiaries. Within vulnerable groups, target especially PwD and meet their specific needs; - Constantly monitor chronic crises and/or conflicts to ensure preparedness for and rapid response to eventual emerging needs.

Directly linked to the Emergency Response Department of Handicap International France, the expatriate will be mandated for the following mission:

MISSION CONTEXT

Handicap International is present in Pakistan since 2005, in response to the earthquake. Since then, Handicap International has been implementing emergency and early recovery activities, as well as developed a longer term strategy.

In April 2009, the Pakistani government launched offensives to wrest control of north-western districts from militants. Millions of persons were displaced by the conflict. Since then, there has been ongoing uncertainty on the stability of the area as outbursts of violence are frequent along the Afghani-Pakistani border, not to mention the confirmed presence of landmines, explosive remnants of war and other explosive devices.

In this context, the response provided by the local and international community is not always taking in account the particular needs of the most vulnerable population (persons with disabilities/injuries/chronic diseases, older persons, etc). In its emergency response to the basic needs of the displaced population, Handicap International is paying specific attention to reach the most vulnerable population. Furthermore, specific needs of the most vulnerable are identified and addressed.

August 2010: In this already difficult context, the worst floods to hit Pakistan since 1929 have left more than three million people in need of emergency assistance in Khyber Pakhtunkhwa (KPK).

The intervention of the Emergency Response Department is therefore declined under three main axes: Conflict response (ongoing since 2009) – KPK province - - Direct response to the basic and specific needs of the vulnerable persons through mobile units: 1/ Provision of essential basic items / NFI mitigating their vulnerability 2/ Provision of specific items with regard to specific needs, including protection items 3/ Establishment of psychosocial support, specifically targeting the vulnerable persons - Provision of safe and accessible water and sanitation (WASH) facilities for vulnerable persons with restricted mobility, through modification of the existing facilities and building of new facilities - Emergency Mine Risk Education (EMRE), in order to mitigate the possible risk of accidents for this very exposed IDP population at the time of their return.

Flood response (ongoing since august 2010) – KPK and Sindh provinces - - Improve the access of affected population to safe drinking water on short term basis - Emergency shelter and NFI distribution - Support to solid waste /water management and cleaning debris in affected cities - Disability and Vulnerability approach An emergency response to the new Floods in Sindh has been launched in September 2011.

Development activities (ongoing since 2005) – Kashmir and KPK - - Disaster Risk reduction: a project about to start mid 2011 - Community based Rehabilitation: a project about to start mid 2011

MAIN RESPONSABILITIES OF THE EXPATRIATE

GLOBAL OBJECTIVE

Based in Islamabad, under the responsibility of the Head of Mission you will be responsible for:

 Ensure an overall good understanding, application and respect of HI’s HR rules on the mission  Ensure an overall good understanding, application and strict compliance with HR procedures on the mission  Support the different Heads of Department in the recruitment and management of their team  Ensure the management and the supervision of the team you will be in charge of  Provide a global HR situation report of the mission across the country (expatriates and national staff resources)

1) Expatriates Administrative Management

 Ensure that every new comers on the mission attend induction briefings and guarantee the content of the « Human Resources » briefing  In charge of welcoming the expatriate on the mission and the transmission of their arrival envelope (linked with the logistic department)  Responsible for the administrative management of the expatriates: Visas, plane tickets, registration with the national authorities, R&R request, movement sheets, etc.  Responsible of the Handicap International’s legal position toward the Pakistani law: data update in case of new law, rigorous follow-up of the existent law regard to the national labor law, and especially regarding expatriate follow-up (visas, No Objection Certificates, etc.)  Make sure that the expatriates’ life conditions are suitable (cleaner rotation, cook, etc.)  Responsible for the follow-up of expatriates’ telephones consumption  Available to answer expatriates’ questions and ensure a regular update of the Specific Conditions of Engagement  Ensure that expatriates’ files are well conserved and classify  Follow-up any needs in Human Resources on the mission, and work closely with the Head of mission and the Headquarter HR officers.

2) National staff administrative management

Recruitment phase:  In charge of the good application of the recruitment policy on the mission  Provide that all recruitment is conforming to the procedure (Human Resources request, job offer, job description, interviews, selection’s minute, conformity with the salary scale, etc.)  Update, apply the salary scale on the mission in coordination with the financial coordinator, and check that it is in adequacy with the cost of life in Pakistan and with the other NGOs in the country
 Ensure that Head of department are accompanied during the recruitment plan defined by their project/funding  Ensure that member of HR takes part in the recruitment of national staff and verify the equity of the recruitment  Facilitate the employment of persons with disabilities and women as far as possible.

Follow-up phase  Developing, and applying a HR national policy which is fair and adapted to the needs of the mission. Ensure that this policy is consistent on all bases across the country  Updating HR documents when needed (Internal Regulation, General Conditions of Engagement, etc.)  Ensuring the respect of HR management tools (salary scale, organizational chart, Internal Regulations, HR data base, payroll, process, templates, HR kits) and suggest ideas for their improvement  Ensuring the respect and transparency of disciplinary procedures on the mission. Make sure that every decision is conform to the labor law and take part in all decision process about level warning 2 or 3  Checking out that every tools/procedures place are conform to Pakistanis Labor law  Ensure the respect of the national staff appraisal process and their classification  Responsible for the good transmission of information between HR officers and bases  Maintaining relationships with the lawyer and making sure that procedures and officials documents are validated by him  Attending HR-admin inter-NGO coordination meetings.

3) Coordination duty

 Ensuring the practical and legal coherence of every new HR policy decisions/modifications at the national level  Ensuring the good application of the HR policy defined by the coordination at the country level (contracts, salary scale, process, sanctions, staff individual follow-up etc.)  Answering question about the HR policy and giving necessary orientations to the administrative teams in Sindh and KPK  Answering to the eventual needs of support from the different administrative teams in Sindh and KPK  Create, organize and apply a national staff training policy (general training about humanitarian principles, actors, partners, disability).

4) Team Management

 Ensuring the application and respect of the Internal Regulations by your team  Being concerned and aware of the professional evolution of each member of your staff, and his/her development within the mission  Ensuring conflict resolution (personal or professional) within your team
 Daily management of the team (briefing, coordination meeting, personal follow-up, disciplinary measure if necessary, appraisal, etc.)  Ensuring the transmission of information in transversal and vertical ways and enabling a good communication within the team.

5) Financial department interaction

 Closely collaborating with the financial coordinator, and so far as possible participating in the financial cost control directly linked to the Human Resources on the mission (communication cost, R&R, etc.)  Participating in the creation and update of the Allocation Management Board (AMB).

6) Reporting

 Participating in the weekly mission coordination meeting  Ensuring a regular reporting on your activities to your line-manager upon his/her solicitation (frequency and method to defined by the line-manager)  Providing to the head of mission a mission report or handover document at the end of your contract  Debriefing at HQ at the end of your mission (and during Home-Break).

7) Security management  Ensuring the respect of the security guideline and recommendations adopted on the mission, by yourself and the team under your responsibility, as well as the good functioning of the relative tools and process and the correct use and acknowledge from all the members under your responsibility;  Ensuring that every single incident you are involved in or witness of is reported as fast as possible through the appropriate channel

PROFILE REQUIRED

  • Diploma or University degree in administration or HR
  • Minimum 1,5 year experience in a similar position
  • Experience in NGO necessary, preferably in emergency context
  • English mandatory (oral and written)
  • Ability to work under high pressure and without constant supervision
  • Excellent reactivity and flexibility in all circumstances
  • High capacity to organize his/her work, and manage priorities
  • Strong interpersonal and intercultural skills

REQUIRED LANGUAGE SKILLS:

  • Excellent written and spoken English;

EMPLOYMENT CONDITIONS:

Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children Salary: “salary bracket” gross salary/month + 457 Euros net expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children
