Finance and Administration Manager – Haiti, based in Port au Prince, Haiti

Haiti is one of FCA’s focus countries in its programme work and FCA has been contributing to Haitian civil society’s development efforts with a long term perspective since 2004, supporting its partners’ development, disaster risk reduction, and advocacy programs and engaging in humanitarian relief operations when needed. After the January 2010 earthquake FCA decided to open an office in Port-au-Prince to implement the FCA Haiti Country Program Plan 2009-2012, concentrating first in the FCA emergency and reconstruction program and from 2011 onwards working with the long term programs.

The Finance and Administration Manager (FAM) will assume overall responsibility for managing all aspects of the financial, accountancy and administration activities of the Country Programme. The FAM will report to the Country Representative in Haiti Country Office and shall take advice on financial and administrative matters from FCA Administration in Helsinki.

Duties and responsibilities: • Ensure quality and control of financial management in the Haiti Country Office • Budgetary and financial planning and reporting • Develop and coordinate Finance, HR and general administration procedures • Support projects with procurement planning and conduct FCA’s procurements • Undertake other duties as designated

Competence and Personal Requirements: • Completed studies at university level in Finance or Business Administration or other relevant subject • Minimum of 5 years of relevant work experience from finance management, of which at least 2 years in developing countries. • Good knowledge and proven experience of national and/or international procurement, • Strong organizational and management skills • Experience in working with NGOs, local and international organizations and authorities • Command of French as a local working language, fluent in English.

The contract for the assignment will be made for 1.1.2012 - 31.3.2013 with possible extension until 31.3.2014. The assignment will begin with a work orientation period in Helsinki, FCA HQ. The salary is based on FCA collective agreement and country factors will be used in deciding the monthly salary. Due to the living circumstances in Haiti the FAM post is a non-family posting.
