Location: Kabul, Afghanistan, with occasional field travel

Position Summary: Under the supervision of the Country Director, the Grants and Donor Liaison Manager leads RI’s grants management and donor liaison, plus collaborates on programme development with the Regional Programme Development Manager and the Country Director. The post holder will maximize funding and technical support from institutional donors in country. He/She will provide oversight of all country grants, manage and strengthen key donor relationships, write proposals, concept notes and reports in collaboration with the Afghanistan field team, develop planning and reporting tools and ensure that projects are running according to donor contractual requirements.

ESSENTIAL RESPONSIBILITIES AND DUTIES: • Lead the development of in country concept papers, project proposals and responses to Request for Proposals (RFPs) from institutional donors, including DFID, USAID, Trusts and Foundations. • Support technical writing of proposals. • Work with the Country Director, the field teams and the Regional Programme Development Manager to develop and maintain strategy for on-going country programmes. • Work with the Country Director, the field teams and the Regional Programme Development Manager to develop and maintain strategy for programme development. • Travel to the provincial offices in the field from Kabul as necessary to assist in development of on-going and future programs • Represent RI and its program work to a range of donors and the INGO community. • Represent RI at donor meetings, as delegated. • In consultation with the Country Director identify and develop relationships with potential new programme funding sources in country (US, UK and other European governments, multilateral institutions, development banks, specialist INGOs, major trusts etc.) • Provide leadership, guidance and co-ordination to the field teams on reporting to donors, as per terms of contract, ensuring that draft reports are collated with the field and sent to HQ. • Ensure that the field team are working to and aware of all elements of donor contract compliance management. • Ensure that all grant files are up to date and that copies are kept in the field and sent to HQ in a timely manner. • Keep up to date with in country donor policies, applications, calls for proposals and reporting processes.

QUALIFICATIONS & REQUIREMENTS: This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment. • Extensive experience of programme funding with institutional donors including USAID, DFID and the EC with an international development NGO and a proven track record of securing grants. • Must have demonstrable track record securing funds from non-European sources, particularly USAID. • Excellent understanding of project cycle management tools, including project formulation and implementation, logical frameworks, and monitoring and evaluation of development programmes. • The numerical ability to both develop and analyse financial information, budget and monitor costs. • Strong computer skills and experience with Microsoft Office applications, especially Word, Excel and Outlook. • Demonstrated ability to follow instructions and carefully review work for accuracy. • Excellent organization skills with the ability to prioritize multiple responsibilities and meet deadlines. • Ability to act independently to identify and analyze problems and recommend cost-effective solutions. • Strong communication skills, with experience of report writing and adjusting communications to diverse audiences and an ability to maintain diplomatic cross cultural communications. • Excellent networking and negotiation skills; credibility and confidence in dealing with people in senior positions.
