Duration: One year starting December 2011
Location: West AFRITAC, Bamako, Mali
We are seeking a government finance statistics expert for employment in West AFRITAC, Bamako, Mali.
The responsibilities of the successful candidate cover government finance statistics. These responsibilities will involve a range of activities: data quality assurance, conducting missions to West AFRITAC member countries (Benin, Burkina Faso, Côte d'Ivoire, Guinea, Guinea Bissau, Mali, Mauritania, Niger, Senegal, and Togo), coordinating the advice of experts that may be contracted on a short-term basis to participate in the West AFRITAC technical assistance program, and engaging in training activities. . The candidate is also expected to keep abreast of the IMF's fiscal policy advice, and developments in the areas of fiscal accounting, statistical methodology, compilation and dissemination of fiscal data.
The successful candidate will work under the general direction of the Coordinator of West AFRITAC while, on substantive issues, he/she will report to STA staff in Washington D.C. Extensive travel within the West AFRITAC region should be expected.

Qualifications

Candidates should have extensive knowledge in the area of statistical methodology, in particular the Government Finance Statistics Manual 2001 (GFSM 2001), as well as several years of experience in the compilation and dissemination of fiscal data of one or more countries. Some background in the areas of fiscal policy and/or public sector accounting is highly desirable. Most GFS experts have a professional background and advanced degree in economics or related field. Experience with GFSM 2001 implementation, including the migration from the Government Finance Statistics Manual 1986 methodology, is highly desirable. Excellent interpersonal skills, as well as strong oral and written communication skills are essential. English and French proficiency are required. Technical skills in the use of Excel and Word software and familiarity with data management are expected.
