Awards Creation (AWC) - Global Finance (GFI)

OBJECTIVES OF THE PROGRAMME :

The Income and Awards Management (IAM) unit based in Headquarters, Geneva, Switzerland is responsible for the timely and accurate recording of all revenue for the Organization. This includes reviewing and recording all new donor agreements and any amendments, entering the distribution of awards and funding work plans. The unit is responsible for reviewing and linking all cash receipts to awards and managing amounts receivable to ensure cash is received on a timely basis. Information and updates on the status of awards and receivables is also provided across the Organization.

The Awards Creation (AWC) sub-unit based in the Global Finance team of the Global Service Centre (GSC) in Kuala Lumpur, Malaysia is primarily responsible for new award creation, including award distribution and funding as well as award information updates. These functions require:

The ability to analyze incoming requests for accurateness and completeness before entering into the WHO ERP system (Global Management System - GSM);

Timely turnaround with good supporting documentation;

Detail oriented review and follow up; and

The ability to prioritise and work under pressure.

Description of duties:

Under the direct supervision of the AWC Team Lead and with guidance from the Senior Finance Assistant s, the incumbent will be responsible for the following duties:

Open award requests and respond to queries or forward to appropriate staff for action and log all new award requests;

Assist with review of Award Activation Requests (AAR) by verifying to the award agreements to ensure documentation is complete and accurate. Complete Award Activation Checklist, enter new awards in GSM, add RAS link and advise Award Managers of new awards created;

Record award distribution following requests received from the Award Manager;

Record workplan funding in accordance with award distributions;

Enter award information amendments (end dates, reporting dates, award manager, responsible organization etc.) and updates to award amounts when communicated by IAM Geneva;

Prepare expenditure batches and journal vouchers for in-kind, in-service, inter-entity, inter-fund contributions and PTAEO reimbursements;

Provide support to Regional Offices and Health Technical Units to complete above functions;

Other duties as assigned by supervisor.

REQUIRED QUALIFICATIONS

Education:

Completion of secondary school education or its equivalent, complemented by training in accounting and bookkeeping.

Skills:

Skills:

Good technical expertise in accounting

Ability to multi-task while paying attention to detail;

Knowledge of Oracle or other ERP and Oracle-Awards functionality

Excellent communication abilities

Advanced Excel skills

Experience:

Essential:

A minimum of 5 years of relevant practical experience, of which at least 2 years in the field of accounting or finance.

Experience with an ERP system, such as Oracle.

Desirable:

Administrative work experience in WHO, UN agencies or other international organization.

Languages:

Essential:

Excellent English, both written and spoken.

Desirable:

Working knowledge of French.
