Experts for thematic evaluation on Judiciary and fundamental rights

The Bureau for Institutional Reform and Democracy (BiRD) is looking for three excellent senior evaluation experts (one as team leader) for a short-term mission under the Lot 7 FWC in Turkey.

Lot 7: Thematic evaluation on Judiciary and fundamental rights in Turkey

Starting period: January 2012 Duration: 40 w/d (per expert) Location: The desk research will be performed at the consultant's offices. The field research is expected to take place in Brussels and Turkey. Deadline for submission of CVs: 08/11/2011

Global objective This is a thematic evaluation of EU pre-accession assistance in the areas of judiciary and fundamental rights in Turkey (chapter 23 of the acquis communataire). The primary objective of the evaluation is to provide findings and recommendations to assist the Enlargement Directorate General of the European Commission (DG ELARG) in improving the programming and implementation of EU pre-accession assistance in the area of political criteria and judiciary, and fundamental rights in Turkey. The evaluation will cover the assistance deployed from 2004 to 2009. The evaluation will assess the performance of financial assistance in achieving its objectives, and namely, its relevance, efficiency, effectiveness, impact and sustainability.

Senior Evaluation Experts (one team leader):

Required profile The minimum qualifications of all experts include: • Graduate/post-graduate degree; • Minimum of 10 years post degree relevant professional experience in evaluation, project cycle management, sound financial management audit, monitoring or academic research, related to the management of EU or international donor funds including at least 5 years on evaluation; • Excellent oral and writing skills in English.

The minimum requirement for the team as a whole are: • The team leader should have a minimum of 5 years experience in team leadership and drafting reports • At least one member of the team should have a minimum of 3 years of professional experience related to judiciary (Senior Evaluator 1) • At least one member of the team should have a minimum of 3 years of professional experience related to fundamental rights (Senior Evaluator 2) • At least one member of the evaluation team should have at least 3 years of professional experience in evaluation of EU pre-accession assistance; • At least one team member should have at least 3 years of experience in activities and/or projects that involved transposition and/or enforcement of judiciary and fundamental rights acquis; • At least one member of the evaluation team should be fluent in Turkish;

Professional experience in addition to the minimum requirements which will be considered an asset includes: • Professional experience in the area of the Judiciary; • Professional experience in the area of the Fundamental Rights; • Professional experience in Turkey.
