INTERPOL is now looking for a qualified candidate to serve as Director, Innovation, Research and Digital Security.

Appendum: Conditions of secondment

Job Title: Director, Innovation, Research and Digital Security
Reporting to: Executive Director for the INTERPOL Global Complex (IGC)
Location: General Secretariat, Lyon, France*
Duration: Three-year secondment (renewable)
Grade: 1

The Director Innovation, Research and Digital Security is responsible for organizing and co-ordinating IT Services across the Organization. The incumbent will be answerable to the Executive Director for the IGC and will be required to be stationed at the INTERPOL Global Complex (IGC) in Singapore. In addition he/she will be working in close cooperation with the other Directors in order to support the Organization's core functions.

Literally, the Innovation, Research and Digital Security will cover a broad range of research and innovation activities in the domain of Digital Security which encompasses Cyber Security, Digital Forensic and Digital Identity.

Primary Duties

  1. To manage the Directorate in charge of Information Systems and Technology and act as the senior advisor to the Secretary General and top management for IT issues.
  2. Lead the research and innovation efforts of the Organization in IT matters through driving and maintaining innovative thinking and through building and promoting partnerships with IT companies.
  3. Promote the development of IT tools dedicated to Cyber Security, Digital Forensic and Digital Identity in support to international police cooperation.
  4. Identify and recommend IT strategies and policies, which maintain a strong alignment with the objectives of the Organization. Define, propose and implement an interface between the IT Directorate and its customers.
  5. Define, develop and implement agreed policies, strategies, standards and plans for providing IT support services at INTERPOL, including the optimum deployment of out-sourcing and out-tasking services.
  6. Provide reliable and state of the art IT systems and support services across the Organization to meet its evolving needs.

Post Requirements

Education/Training

  • University degree in computer science, engineering or equivalent qualification and professional experience.

Experience

  • Profound expertise in the area of cyber security at the executive management level in a law enforcement evironment;
  • Extensive knowledge of current computer and communications technologies;
  • Demonstrated Hands-on IT experience;
  • 10 years successful managerial experience and leadership in IT services and support;
  • Demonstrated ability to cope effectively with multiple concurrent and complex tasks;
  • Demonstrated ability to effectively lead a team, manage personnel, to motivate them and encourage teamwork;
  • Ability to conduct needs analysis and evaluate alternative solutions;
  • Ability to communicate tactfully and effectively with a wide variety of users;
  • Ability to mitigate conflicts;
  • Demonstrated initiative, pro-activeness and good negotiation skills.

Languages

  • Professional fluency in English language is required

In addition to the requirements, the following Assets and Special Aptitudes would be beneficial.

Assets

  • Law enforcement training at senior level
  • Working knowledge in a second Interpol language (Arabic, French or Spanish)

Working Conditions

This post is to be filled on the basis of a secondment.

  • Remuneration: INTERPOL does not pay salary to seconded officials. Depending on the nationality of the official, an expatriation allowance may be paid for a maximum period of six years.   • This post requires travel on missions, sometimes of a considerable duration and with short notice;
  • The incumbent will be occasionally required to work irregular hours or overtime based upon workload.

* The Organization plans to establish a Global Complex in Singapore at the end of 2013 and this position will be transferred to Singapore. Thus, an acceptance of the post implies acceptance of a forthcoming transfer to Singapore.
