Deputy Representative, P-4, Brazzaville

Purpose

Under the overall guidance of the Representative, the incumbent will be responsible for the development, design, planning, implementation and management of the country programme, and administering the programme budget.

As head of the Country Programme, mainly consisting of Advocacy for Social Policy enhancement, the incumbent will direct a group of professional and support staff to develop and coordinates the Congo Country Programme:

The incumbent will be accountable for the development, formulation and management of a Country Programme aimed at establishing evidence benefiting the review and enhancement of social policies and legal provisions made for children in Congo; accountable for the timeliness and quality of the implementation of the Congo Country Programme; in particular responsible for the planning and supervision of the Programme: Quality Social Policies and Services

Key Expected Results

  1. Supervises the activities leading to the completion of the Situation Analysis for the country programme, and its periodic update. Supervises the preparation of the CPD and CPAP and related documents, such as the CPMP, AWP etc. Support evidence based advocacy for children.

  2. Provides leadership, guidance and direction for programme management and evaluation of the programme through periodic meetings, individually and in groups, with the various team members. Ensures exchanges of information, experience, identifies new strategies and courses of action to accelerate/improve delivery of services and achieve programme requirements and objectives. Collaborate with sectoral specialists to facilitate technical decision on programme administration and implementation to promote convergence of programme in the CO.

  3. Establishes constructive dialogue and partnerships with government, international and local social policy stakeholders, to provide effective protective environment for the most vulnerable children, including progressive compliance of principal policy documents and legislation regarding all aspects of child rights.

  4. Monitors current information on state budget and spending patterns for both the overall and sector budgets relevant for women and children. Updates information on an on-going basis to support advocacy for decentralization and universal coverage of essential services. Analyzes the macro-economic context of social policy programmes and its impact on social development, emerging issues and social policy concerns.

  5. Provides adequate local support to ensure that decentralization processes are made sustainable, accessible and effective. Develops programme plans of action for children at provincial and district/municipality levels; ensures that coordination between sectors are increased and links between different levels of government structures for policy implementation are strengthened.

  6. Establishes and develops effective information and reporting systems to monitor and evaluate the impact of the social policy programme and achievement of targeted goals. Provides data-driven analysis for effective prioritization, planning, development, and results-based management for planning, adjusting and scaling-up specific social policy initiatives.

  7. Monitors developments and reports on programme implementation at regional and provincial levels; develops methodologies and new approaches for improving programme effectiveness. Participates in programme workshops and consultations at the regional and country levels to exchange knowledge, ideas, and approaches.

  8. Undertakes effectively advocacy efforts to raise awareness on children’s rights with both the general public and with policy makers, and to ensure local buy-in and continued relevance of UNICEF programming.

  9. Prepares and submits timely progress/status reports for management, Board, donors, budget reviews, programme monitoring and evaluation, annual reports, etc.

Qualification

Advanced university degree in Social Sciences or a related technical field. Specialized knowledge in programme planning, research, analysis and social policy development required*.

Eight years progressively, responsible professional work experience at the national and international levels in programme planning and management. Additional experience in managing social policy development and strategic planning would be an asset.

Fluency in French and English required. Knowledge of the local working language of the duty station is an asset

*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
