Deputy Engineering Programs Manager

Description:

The Deputy Engineering Programs Manager provides support to the Engineering Programs Manager for all Engineering operational activities. She/He oversees the activities of the Engineering Staff in collaboration with the Engineering Programs Manager .

Responsibilities:

Programs management:

Supervise all projects under the engineering department consisting of demolition, rubble removal, repairs and rebuilding. Ensuring that projects meet targets and remain within budgets. Assist the Engineering Programs Manager with the Strategic Planning including the budgeting process of new projects . Assist with the Monitoring and Evaluation process for all projects; ensuring that all projects are tracked as per J/P HRO and Donor standards.

Contractor management:

Assist with the bidding and selection process for independent contractors for all Engineering projects. Monitoring and Evaluating the different projects to ensure conformance with quality, cost, and timeline and reporting exceptions to the Engineering Programs Manager to ensure timely intervention. Assist with the creation of livelihood options through the implementation of a Technical Development program that will train small hand demolition contractors.

Coordination:

Work closely with the Engineering Programs Manager and Programs Director to ensure an integrated program approach across J/P HRO departments. Work closely with stakeholders including Integrate and report to with government bodies and NGO’s to ensure work is coordinated with all agencies.

HR management:

Assist the Engineering Programs Manager with the management of J/P HRO Engineering Department team, providing leadership and supervision. Actively promote staff development, conducting mainly on-the-job trainings with a view towards promoting high performing national staff to managerial positions. Manage the job descriptions writing process and establish the hiring criteria for project staff, Manage HR staffing ; working with the HR department to conduct Succession planning and recruit staff as needed. Assist with the Performance Management process for the Engineering Staff.

Reporting:

Produce weekly reports to be submitted to the Engineering Programs Manager on all program activities . Reporting program overview, performance numbers against targets, critical needs and expenditure. Contribute to the production of reports for donors in collaboration with the support team.

Qualifications:

Engineering Degree and 3 year plus engineering experience / construction site management. Experience of working overseas in relief or development work. Experience of managing large teams across multiple projects Fluency in English; fluency in French or Creole preferred
