COUNTRY DIRECTOR/ TECHNICAL DIRECTOR

Place of Service: MENTOR Liberia, Monrovia (with movement to bases as required) Start date: Immediately Duration: 2 years (renewable) Responsible to: Reports to the HQ Programme Manager

The MENTOR Initiative is a “not for profit”, charitable, non-governmental organisation devoted to reducing death and suffering from malaria in humanitarian crises. The MENTOR Initiative is currently providing ongoing emergency support to the most vulnerable communities in Haiti, Liberia, Angola, Kenya, Somalia, the Central African Republic and Eastern and Southern Chad

To manage the overall implementation of the MENTOR Initiative – Liberia programmes and support the technical and project management of the ACT/RDT introduction into the private sector. The consultant will assist the project with Operational Research and other technical support; Fund Raising and Grant management; Operational Support (working with the support of an Operations Coordinator); and Representation, Communication and general coordination, supporting MENTOR international activities. He/she will be entrusted with the critical task of ensuring the programmes achieve its objectives in terms of all technical and operational activities in accordance with the programme grant/award and The MENTOR Initiative guidance/guidelines.

Specific Tasks Fund Raising and Grant management • Liaise with donors and national partners in consultation with HQ, to advance program ideas, solicit funding and other support; • Produce relevant funding proposals in line with MENTOR and donor guidelines; • Ensure timely donor reporting for all programs in the MENTOR Liberia mission • Manage teams to deliver programmes to meet the objectives of the projects in line with the Grant agreements.

Operational Support The CD is responsible for ensuring the overall effective implementation of the following areas within operational support: • Oversee general consistency in the application of The MENTOR rules and procedures on finance management, administration/logistics, staff management/ HR, procurement and fleet management; • Finance and admin Management: Oversee and ensure that budget preparation, setting the parameters and the finance processes are in compliance with MENTOR, donor and national requirements. Ensure that country programmes are implemented within their budgets. Ensure that MENTOR anticipates donor reporting schedules, including spending plan projections. Ensure that MENTOR standard financial procedures as well as budgets available are respected. Ensure timeliness and completeness of country office financial reports (including monthly accountancy, request for funds and budget follow up) to HQ as required. Ensure effective general office administration with regards to Government requirements (registration etc.). • Logistics: Oversee and ensure that appropriate logistical structures and procedures are established and / or maintained in accordance with the MENTOR, donor and national government guidelines and policies. Ensure that MENTOR logistics and fleet management procedures, including procurement and stock management, are implemented and respected. • Staff management / HR: Oversee HR management procedures and staff policy for local staff is in line with national Labour Laws and MENTOR guidelines. This includes overseeing the development and application of HR management tools, such as organisation charts, job descriptions, salary scale, official per diem policy, recruitment procedures and performance reviews etc. following both MENTOR and donor policies as well as national labour laws. • Security & Safety: Ensure that appropriate security and safety policy, practices, procedures and guidelines are established and/or updated quarterly, and adhered to by the team. The CD is directly responsible for managing security incidents and evacuations in cooperation with HQ, ensuring that all incidents are reported using MENTOR reporting system.

Representation, Communication and general coordination • Overall responsible for an efficient and constructive management of the MENTOR team in Liberia through the senior management team members. This includes weekly team meetings for both program technicians and the operational support teams. • Develop and maintain a positive working relationship with partners, donors, host government and relevant Ministries, other humanitarian agencies, as well as staff. This includes coordinating bi-weekly meetings with the NMCP and other relevant partners ; • Pursue responsible media coverage of events, issues and programs related to MENTOR’s programme; • Assure that proper channels of communication are maintained and respected. Regularly consult with HQ on all matters of significance to the programme and staff affairs. • The Consultant will be required to submit a summary report of activities carried out on a weekly basis. This report shall include identification of areas of weakness and strengths and recommendation for improvement in implementation and performance of the related tasks.

Technical Direction Private Sector Malaria Case Management: • Ensuring all stakeholders in this area of work are involved in the development, planning, approval and delivery of activities relating to “Community Access to Malaria Treatment through Private Medicine Shops (PMS)”, • Develop and agree MOUs with local stakeholders for the delivery of programme activities as and where specified, and appropriate. • Work with the Operations coordinator and the HQ team to develop an internal budget for planned activities. • Directly responsible for recruiting and managing all team members working on this project • With HQ and other team members follow the implementation of research protocols submitted to ethics, and development of all new and required protocols as per the grant agreement. • Ensure supply chain systems function based on regulation of the Pharmacy board of Liberia (PBL) and Liberia Medicine Regulatory Authority Board (LMRAB) • Monitor the fixed / suggested pricing for the sale of RDT/ACTs • Work with PBL and LMRAB for ensuring quality control of pharmaceutical products. • Work with NPB, MRA and NMCP to develop and test training materials, job aids and M&E tools and to provide technical training in malaria case management using these tools. • Provide technical coaching, supervision and data collection for the Medicine Store network with NPB and NMCP • Develop and Conduct targeted sensitization and malaria IEC/BCC campaigns • Oversee the development of all data collection, management, analysis and reporting. • Develop Technical and Scientific manuscripts for publication in journals. • Presentation of findings at scientific and conferences and meetings as required.

Required Qualifications • Advanced degree in Public Health or Epidemiology. A degree in Pharmacy, Medicine or Nursing desirable. • A minimum of three years as a Programme Director or Country Director in a humanitarian environment. • Two years experience managing the implementation of operational research studies. • Experience in malaria programming. • Excellent report and proposal writing skills. • International and national team management skills. • Ability to analyze data using STATA or SPSS or an equivalent data analysis software. • Ability to work under pressure and maintain positive energy.

Desirable • Proven publication track record in peer reviewed journals. • Previous experience working in Liberia.
