Consultancy services for the Terminal Evaluation Incorporating Non-Motorized Transport Facilities

The transport sector in Botswana is one of the fastest growing sectors of the economy, with motorized vehicle use rapidly increasing, particularly in urban areas. The sector is already a significant source of greenhouse gas emissions. Continued growth in the use of motorized transport vehicles has consequences that include associated increases in greenhouse gas emissions and related negative social and environmental impacts such as traffic congestion, accidents, and air pollution. It is envisaged that facilitating much greater use of non-motorized transport as a modal alternative to motorized transport for some people and purposes would reduce growth in transport-related greenhouse gas emissions. For this to occur there must be an acceptable, attractive, safe, and sustainable non-motorized transport alternative that is widely available

Duties and Responsibilities

The key evaluation products the evaluation team will be accountable for producing are: Evaluation inception report— An inception report should be prepared by the evaluators before going into the full fledged evaluation exercise. It should detail the evaluators’ understanding of what is being evaluated and why, showing how each evaluation question will be answered by way of proposed methods; proposed sources of data; and data collection procedures. Draft evaluation report— The programme unit and key stakeholders in the evaluation should review the draft evaluation report to ensure that the evaluation meets the required quality criteria. Final evaluation report. Evaluation brief and other knowledge products or participation in knowledge sharing events, as appropriate.

Competencies

Proven expertise in evaluating multifaceted programmes/projects and results-oriented monitoring and evaluation. Previous experience in evaluating programmes/project for UNDP or other UN/multilateral agencies. Knowledge of international comparative policy, legislation and their application to deliver sustainable transport services and climate change mitigation will be a requirement distinctive advantage. Excellent analytical and reporting skills and fluency in written and spoken English are essential. Ability to assess complex situations in order to succinctly and clearly distil critical issues and draw forward-looking conclusions is essential.

Required Skills and Experience

Education: Evaluation specialist with at least a Master in Development Studies, Business Management, Sustainable Transport, Climate Change Mitigation or other relevant fields. Experience: Minimum of ten (10) years of relevant work experience in the field of energy and/or environment.
