General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • Graduation from a recognized police training school
  • Negotiating and interpersonal skills
  • Ability to read and utilise maps
  • Ability to perform first aid
  • Regular, active police service experience
  • Very good oral and written English communication skills
  • Knowledge of International Police Standards and human rights

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Police administrative courses in relevant field and specialized subject area

Experience:

Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and specialized subject area

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

  • A command or management operational position in a national police environment
  • Substantial knowledge of contemporary community policing and community safety methodology and experience in developing multi-agency approaches to community issues, especially with regard to the integration of civil society organizations and citizens into policing process
  • Managerial skills and ability to integrate within a small team
  • Experience in project management, planning and strategic development, including evaluation of effectiveness
  • Excellent drafting and analytical skills
  • Experience in co-operation with governmental institutions, non-governmental organizations and institutions
  • Experience in chairing and managing seminars and workshops as well as training experience
  • Flexibility and ability to work under pressure and within limited time frames
  • Cultural sensitivity and judgment
  • Very good communication skills and proven ability to write comprehensive reports
  • Working level knowledge of the Russian language
  • Ability to operate Windows applications, including word processing and e-mail
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political view, while maintaining impartiality and objectivity

Desirable:

  • Law enforcement development experience within the Commonwealth of Independent States (CIS)
  • Knowledge of regional political developments, legislative and police reform issues in Central Asia.

Tasks and Responsibilities

Under the general guidance of the Head of Centre and the direct supervision of the Police Reform Adviser, the Community Policing Adviser:

  1. Works closely with the Police Adviser in providing advice and assistance to the Ministry of Interior in developing the community policing strategy to effectively improve community-police relations; prepares proposals identifying areas of need, including technical equipment, community policing training and/or specialist assistance;
  2. Implements, manages and evaluates community policing projects;
  3. Monitors the effectiveness of programme and projects activities and methods of application to ensure compliance with acceptable international standards;
  4. Establishes and maintains a close, productive, co-operative working relationship with citizens, local elected officials,community and police officials;
  5. Participates in the preparation of material on project development, especially on modern community policing strategies and conducts programme and project presentations;
  6. Provides a research capability within the field of community policing, actively liaising with the OSCE Strategic Police Matters Unit, other OSCE Police programmes and relevant partners;
  7. Performs other duties as required.
