Chief Finance and Administration Officer IFDC North and West Africa Division (NWAFD)

IFDC North and West Africa Division (NWAFD) operates through 6 country offices with an additional two countries with minimal operations. The position of Chief Finance and Administration Officer for Nigeria will provide support to the Country Representative of Nigeria on operational issues on a day to day basis and will:

Oversee Financial and Administrative management of Nigeria Office;
Hold weekly management meetings with the Country Representative and related Administration/Finance staff.

Ensure uniformity and compliance to IFDC policies across the Nigeria satellite offices;

Minimize risks for IFDC in Nigeria by ensuring that all procedures meet internal control and audit requirements.

Work in close collaboration with NWAFD Operations Manager on technical finance and administrative issues.

Works in a dotted line relationship to Supervisor - Accounting Services at Headquarters to apply accounting policies and procedures in daily operations.

Required Skills

Oversee day to day administrative and financial operations of IFDC Nigeria

Serve as the primary communication link on administrative, financial, and compliance matters related to IFDC Nigeria and its partners, sub-grantees and donors;

Prepare Admin/Operations budget for country operations and support Project Leaders in preparation of project budget for new proposals;
Ensure monthly fund request is prepared and submitted on a timely basis;
Directly supervise the National Finance Officer and Administration Officer;

Supervise logistics, accounting, procurement, and IT functions in an efficient manner following IFDC procedures;

Ensure that satellite office accountants are given the required support and guidance from the Nigeria Main Office on all finance and administration issues.

Visit each Satellite Office at least once a year to review office operations and submit trip reports to the Country Representative and Division Operations Manager.

Review and analyse all management reports, (vehicle management, leave summary, procurement status, inventory, physical verification of inventory process, and other related management reports) and give feedback and recommendations to the Country Representative and Division Operations Manager.

Assume a leadership role in determining that projects and respective staff are well served by the administration and finance functions while at the same time ensuring that projects are reasonable in their requirements for these services.

Work directly for the Country Representative (CR) in charge of the Nigerian operations;

Perform any other duties deemed necessary and requested by the supervisor.

Required Experience

Knowledge of budgeting, accounting, human resource procedures and principles, procurement and contracting;

Ability to review and/or develop contracts with clients, service providers, funding organizations, etc. and to develop/review confidential agreements, teaming agreements, and other legally binding documents;

Ability to develop budgets;

Ability to effectively communicate with people from different cultures, both orally and in writing;

Minimum of a Master’s degree in Business Administration/Finance with 5-7 years (or Bachelors of Science in Business or related field with 10 years) of relevant experience of working in an INGO set-up, preferably in African countries;

Fluency in written and spoken English.
