Médecins Sans Frontières (MSF) is an independent, medical, emergency relief organisation that provides assistance to people worldwide, regardless of their background, religion or political convictions. MSF Operational Centre Amsterdam (OCA) currently operates medical humanitarian interventions in 25 countries. On a yearly basis MSF-Holland deploys approximately 900 international staff and employs 6,100 national staff. At headquarters in Amsterdam, around 180 employees offer their support to the projects.

The Human Resources Management department is the key player in recruitment, selection, deployment, training and development of all our staff, in the field projects and in Head Quarters. HRM works in close cooperation with the HRM departments of the partner sections in United Kingdom, Germany and Canada to achieve its ambitions. The department in Amsterdam consists of approximately 36 staff members (33 fte) divided over the units HRM Field, Administration & Services (A&S), Pool Management and Development, Recruitment, Psycho Social Care and HRM Office.

Change manager HRM Administration & Services (100%)
based in Amsterdam

The change manager HRM A&S is responsible for organizing deployment, salary administration and contract administration of all expats and employees in the office and manages the team of the Administration & Services unit that consists at this moment of 6 Expat Support Officers (of which one in Berlin and one in Toronto), 2 Salary Administrators, 3 Administration & Services Employees and 1 Human Accounting Officer.
We are looking for a Change manager who sees it as a challenge in change management project of HR admin processes within the A&S unit and makes sure that new administrative HRM and IT processes (internally but also within MSF international) are implemented to maximize efficiency.

Main responsibilities
• Implements, manages and safeguards the unit's change matrix of administrative and IT HRM processes and reports to the Head of Department on its progress.
• Line manages and coaching of the A&S team (12 employees).
• Responsible for the execution of an adequate personnel- and salary administration
• Develops and proposes the unit's activity plans including the necessary human and financial resources planning.
• Responsible for de connection of the international procedures between the different MSF organizations.
• Develops policies and procedures for the completion and safeguarding of the periodical HRM budget and resource overviews.
• Maintains contracts administration and agreements with internal and external partners (e.g. hotel chains, travel agency and insurance companies).

Profile
• Relevant thinking and working level up to higher vocational level standards.
• Proven skills in designing and coordinating complex administrative processes.
• Preferably, a proven track record of successful change management and implementation of (new) HR administrative processes in a dynamic environment.
• Extensive experience in personnel information systems and/or other ERP applications.
• Competences: analytic skills, strong communicative skills and team leadership and coaching qualities.
• A good knowledge of the Dutch and English language is a prerequisite.
• Knowledge of the Dutch labour law and tax issues in an international work environment.

We offer
A contract for one year with a renewal option in salary grade 7 with a gross monthly salary between €2.938 and €4.198 (based on a fulltime appointment) depending on relevant professional experience. Other benefits include 30 holidays and a premium free pension.
