CCCM Project Officer (Protection) (Consultancy Contract)

This is a request for CVs/expression of interest for the Camp Coordination and Camp Management (CCCM) Project Officer (Protection). The international Organization for Migration (IOM) is seeking qualified candidates to join the team in Haiti.

The recruitment/ appointment and entitlements are subject to funding availability/ confirmation.

INTRODUCTION:

On 12 January 2010, Haiti suffered a magnitude 7.0 earthquake that left an estimated 1.3 million displaced, principally within the capital city of Port-au-Prince, as well as the surrounding regions. The level of damage caused to public and private infrastructure led people to gather in hundreds of spontaneous displacement sites around the city and beyond.

International and national humanitarian responders rapidly organized their activities into a cluster system, each focused on specific areas of work. IOM was given leadership of the Camp Coordination and Camp Management (CCCM) cluster, and has been covering a wide range of activities in the camps –including site planning, relocations, camp management, protection and beneficiary communications.

Context:

Under the supervision and guidance of the CCCM Protection Advisor, the Protection Officer will ensure monitoring, analysis and reporting of the conditions facing internally displaced people and vulnerable civilians in the designated area of responsibility and will assess protection needs and identify problems/gaps and propose/prioritize timely practical actions to respond to particular protection problems.

Core functions/ responsibilities:

  1. Work closely with local authorities and/or national government, the country team, international organizations, and NGOs to advocate for remedies and solutions to protection problems facing internally displaced people, vulnerable civilians, and other affected populations.

  2. Design and implementation of program activities carried out for and with IDPs by the CCCM cluster addresses protection needs of internally displaced people, vulnerable populations, and affected populations, contributing to durable solutions and will work closely with other protection mandated agencies to implement common standards in the field.

  3. Establish relations and work closely with NGOs in developing protection strategies and responses and will contribute to the overall country team protection response by supporting field coordination within designated area of responsibility, in particular by supporting and participating in protection working groups.

  4. Ensure presence in or near displaced communities through regular visits to camps, temporary and spontaneous settlements, host families and return and resettlement areas to collect information on the conditions facing internally displaced people including the availability of basic humanitarian assistance (shelter, food, water/sanitation, health and education) and access to services by differentiated segments of the population and will conduct rapid needs and assets assessments to identify risks and vulnerabilities, including those related to gender and age. Develop concrete initiatives to reduce these risks and specific strategies to build upon assets within the population.

  5. Assist in the design and implementation of CCCM-relevant activities to address protection concerns in sites and increase the capacity of displaced communities and other vulnerable populations to protect themselves.

  6. Prepare periodic reports on protection activities within the designated area of responsibility to immediate supervisor must be elaborated.

  7. Assist in the management and coordination of the work of a CCCM/Protection team of national field staff.

  8. Perform such other duties as may be assigned.

Desirable Qualifications and Experience

a) completed advanced university degree from an accredited academic institution preferably in Political or Social Science, Business Administration, International Relations and/or Law, or an equivalent combination of training and experience; b) three years of experience in the field of migration and/or refugees issues, with specific field experience in the area of protection.

Languages

Thorough knowledge of English and working knowledge of French or vice versa. Knowledge of Creole will be considered an advantage.
