Handicap International is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. Handicap International is a not-for-profit organisation with no religious or political affiliation. It operates as a federation made up of a network of associations that provide it with human and financial resources, manage its projects and implement its actions and social mission.

Through its Emergency Response Department (ERD), created in 2006 after the merge with Atlas Logistic, the organization is committed to: - Provide an adequate response to major natural disaster and conflict situations, anywhere in the world as much as possible within 72 hours; - Provide assistance to vulnerable groups (refugees, IDPs, persons with injuries, elders, children, etc.) affected by a crisis and maximize the number of beneficiaries. Within vulnerable groups, target especially PwD and meet their specific needs; - Constantly monitor chronic crises and/or conflicts to ensure preparedness for and rapid response to eventual emerging needs.

Directly linked to the Emergency Response Department of Handicap International France, the expatriate will be mandated for the following mission:

MISSION CONTEXT

Handicap International is present in Pakistan since 2005, in response to the earthquake. Since then, Handicap International has been implementing emergency and early recovery activities, as well as developed a longer term strategy.

Pakistan is living the worse moment of its young life. Shattered by natural disasters, political instability, insurgency and religious troubles, the country is constantly on the edge of crisis. The instability at the Pakistan-Afghan border displaced million of people, while military operations increase the tension among different ethnic groups.

Despite the presence of Karachi (the largest town in Pakistan) and its port, Sindh region widely remain poor and undeveloped. With a local population mainly displaced in rural areas, Sindh is a region where different religions and culture (Sindh, pastun, indu, Christian) barely coexist together.

The worst flood in its history hit Pakistan over the course of 2010. Heavy rainfall, flash flood, combined to create a massive flood covering a surface equal in dimension to the land mass of the United Kingdom. About 20 million of persons were affected, 10% of the Pakistan Population. The death toll claimed 1,985 victims, while 2,946 persons were injured; 1,744,471 houses were damaged, while 8.8 million persons lost their house. Six months after the flood, some areas were still flooded and some water remained stagnant, threatening people’s return, and putting a serious threat in terms of spreading of diseases. Sindh Province was hit by the flood over August/September 2010. Data report 411 victims, 1,235 people’s injured and 876,249 houses damaged: the worse figures in all Pakistan.

The intervention of the Emergency Response Department in Sindh is declined under three main axes: - Improve the access of affected population to safe drinking water - Emergency shelter and NFI distribution, houses rehabilitation - Support to solid waste / water management and cleaning debris in affected cities - Disability and Vulnerability approach and specific services

MAIN RESPONSABILITIES OF THE EXPATRIATE

Based in Makli (Thatta), under the direct responsibility of the Field Coordinator and in close collaboration with the Logistic Coordinator, you will be responsible for:

GLOBAL OBJECTIVE

• Ensure the respect of HI and donor’s Logistics guidelines (purchase, storage, supply, equipment, vehicle) ; • Supervise logistics activities in Makli base, opening and shutting down HI bases, warehouses, houses within all the district and ensuring their regular maintenance; • Coordinate with the Sindh expatriate team: administrator and projects manager; • Manage the expatriate Logistics support Officer, dedicated to projects • Manage directly the logistics national staff dedicated to the operations: logistic manager, fleet officer, purchase officer, purchasers, drivers, and guards. • Report to the Logistics Coordinator and the Field Coordinator on regular basis about all logistics activities regarding the emergency operations;

REPRESENTATION

• Representing Handicap International for all issue related to logistics: regular contacts with suppliers, premises owners, car rental companies… • Active participation in logistics coordination and information meetings/sharing (NGO coordination, cluster, etc.) at Sindh level;

COMMUNICATION

• Communicate in real time with Field Coordinator any relevant information; • Setup communication routine system (logistic weekly meetings, reports, situation points, etc.) to ensure a smooth diffusion of relevant information; • Anticipate the program needs by regular communication with the Program managers: purchase planning, movement planning… • Provide logistics support and advice to Program staff to ensure a smooth program implementation. Frequent movement has to be expected between the different bases: Makli, Sujawal, Jati, and Karachi for suppliers. • Ensure a pro-active link between the main sub-bases: Sujawal, Jati and Karachi. • Improve if needed the processes (purchases, stock management, fleet management…), and enforce their application.

PURCHASE MANAGEMENT

• Ensure the respect of HI (and donor if required) purchase procedures • Identify and plan procurement in collaboration with the rest of the team (PM, Admin, Base Co). • Ensure that the general purchase planning is accurate and well followed, among with the projects manager.
• Ensure the quality of the purchase and the respect of delivery deadlines; • Follow up the order/purchase until delivery in collaboration with the Support Logistician; • Ensure the Purchase and Services Request follow-up table is updated, and spread weekly to the programs teams; • Control the quantities ordered and received; • Ensure regular purchases follow up in close collaboration with the Finance Department for down payments and monthly budget follow up; • Ensure appropriate filing of all purchase documents; • Centralize, control and send to Islamabad all the purchases files. Keep copies on the base. • Ensure the process/procedure is understood and respected. Organize training on these tools.

STOCKS MANAGEMENT

• Ensure the respect of HI (and donor if needed) stock management procedure; • Ensure the installation and use of A2S logistics software on the mission, and provide regular trainings; • Provide regular inventory (weekly, monthly, quarterly, yearly) for the different items stored within the mission, and spread it the programs; • Plan the stock supplying according to local constraints; • In charge of the warehouse management and control system: Stock items request, stock cards, Waybills; • Regularly crosscheck the data between deliveries from warehouse and programs data (donation certificates); • Ensure the security and the follow up of the assets used on the mission (identification, inventory, affectation, equipment files); • Ensure that the assets table is regularly updated, that the different certificates are created, and that they are sent monthly to Islamabad; • Ensure the security and the follow up of the communication and IT equipments (and supplies) on the mission (identification, inventory, affectation).

VEHICLE MANAGEMENT AND MAINTENANCE

• Ensure the respect of HI ERD (and donor if required) vehicle management procedure; • Supervise the general follow up of the emergency operations vehicles (consumption checks, movement planning, movement tracking, etc.); • Ensure a regular maintenance on the different vehicle of the emergency operations, setup appropriate maintenance contract with supplier or ensure an appropriate repair process with local technicians (services follow-up); • Handle transport contract negotiation with suppliers and follow up; • Define the more relevant means of transport for goods delivery and process the administrative formalities related to (by road, by plane, by boat, etc.). • Ensure the fuel management is accurate: market survey among fuel stations, contracts, fuel vouchers.

TEAM MANAGEMENT

• Assess and control staff knowledge of and compliance with the internal rules and regulations, especially with the ethics dispositions regarding respect of the beneficiaries; • Daily management of your team (job description, introduction briefing action plan, objectives, coordination meeting, individual follow-up meeting, individual support, evaluation, etc.); • Control personal and professional evolution of each member of your staff, and its development within the mission; • Ensure conflict resolution (personal and professional) within your team and inform the Field Coordinator and the Administrator; • Propose whenever you think it is needed to your Line-Manager relevant adaptation of the organisational chart and job descriptions (responsibility definition, etc.);

SECURITY MANAGEMENT

• Ensure the respect of the security guideline and recommendations adopted on the mission (yourself and the Log team); • Ensure that every single incident you are involved in or witness of is reported as fast as possible through the appropriate channel.

REPORTING

• Ensure a regular reporting on your activities to Field Coordinator and Logistics Coordinator; • Participate to the elaboration of due reports (proposals, intermediary and final reports) as regards logistic aspects • Transmit mission report or handover document at the end of your contract to Field Coordinator, Logistics Coordinator and HoM; • Debriefing at HQ at the end of mission (and during Home-Break).

PROFILE REQUIRED

• Experienced Logistician able to assess department difficulties quickly, propose solutions to Field Coordinator and implement them independently • Degree in Logistics area recommended but not mandatory • 3 years professional experience in related field • Experience in NGO necessary, preferably in early recovery context • Experience in context of activities opening is a plus • English mandatory (oral and written) • Strong interpersonal and intercultural skills • Ability to work under high pressure with a great level of personal organisation

REQUIRED LANGUAGE SKILLS:

  • Excellent written and spoken English;

EMPLOYMENT CONDITIONS:

Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children Salary: “salary bracket” gross salary/month + 457 Euros net expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance + indemnity for partner and children
