Associate Project Analyst, Manila

Job Purpose:

To provide statistical and analytical support to the functions of portfolio management under the guidance of the Project Officer.

Expected Outcomes:

Project Performance

Updates information and performance of all ongoing loan and technical assistance projects into eOperations every month or as necessary, for example, project description/scope, status of implementation, developments, major problems, and actions taken/proposed. Participates in the departmental meetings when needed.

Statistical Reports

Compiles data and statistics on contract awards and disbursements for the assigned projects for the generation of various reports required by the Department and Management. Monitors and analyzes the actual awards and disbursements against targets to identify shortfalls and their underlying causes, and follows up these matters with the Executing Agencies.

Loan Covenants

Maintains and updates records in eOperations as required to monitor compliance with Loan and TA covenants, follows up outstanding obligations of executing agencies such as the submission of financial statements, and monthly and/or quarterly progress reports.

Disbursements

Undertakes all activities to process disbursement requests, including reviewing withdrawal applications, verifying compliance with disbursement conditions, following-up submission of required documents as well as review of their completeness/validity, preparing required correspondence, and reviewing project costs and ADB's share of financing commitments. Develops disbursement projections, monitors actual disbursements, tracks shortfalls and identifies underlying causes of such shortfalls.

Project/Facility Administration Manual (PAM/FAM)

Contributes to the preparation of PAM/FAM by gathering and consolidating data, and preparing draft on various sections, e.g., project description/scope and execution plan (including contract award and disbursement schedule), financing, procurement, loan covenants, project performance monitoring and evaluation, etc.

Mission Participation

Participates in various missions as required such as inception, review, mid-term mission and project completion report missions by providing assistance in (i) collecting data on contract awards and disbursements, (ii) reconciliation of project accounts, (iii) compliance with loan covenants, (iv) familiarizing Executing Agencies with ADB's loan procedures, and (v) assisting them where necessary in the preparation of various reports and applications.

Documents Review and Correspondence

Contributes to the review of various documents, for example, bid documents, bid evaluation report, and contract awards-related documents/reports (including creation of PCSS or PCUS). Drafts various correspondences (for example, procurement papers for award of contracts) and reports needed for project implementation.

Others

Involvement in at least one multitranche financing facility (MFF), and overall support to the following business lines: water supply and sanitation; urban transport; markets and logistics.

Educational Requirements:

Bachelor's degree

Relevant Experience And Other Requirements:

Suitability to undertake the responsibilities mentioned above at the required level.

At least 5 years of relevant experience


Demonstrates knowledge and understanding of ADB's operational processes and procedures.

Proven ability to undertake background research and analysis on difficult but well-defined tasks, collect and organize required data and information, apply appropriate computer skills in analyzing and developing the data; and prepare notes, papers and sections of reports.

In-depth understanding of the interaction between different ADB work areas and relevant workflows and their purposes. Good analytical thinking with ability to make simple causal links (A causes B), pro-and-con lists and analyses to reach a decision; and set priorities for tasks in order of importance.
