Africa-based Programme Manager

ETC Group Seeks Africa-based Programme Manager

ETC Group is seeking a staff member, based in Africa, to share in carrying out the overall programme of the organization, and to give specific attention to strengthening our work on the continent during the period leading to the UN’s Rio+20 Earth Summit in 2012. The Africa-based Programme Manager will be responsible for reading and analyzing news, UN documents and policy studies in order to contribute to ETC Group’s research and advocacy on the social and economic impacts of new technologies, biodiversity and food sovereignty as well as corporate concentration and biopiracy, especially related to Africa. The Programme Manager will also write articles related to ETC Group’s work for civil society and policymakers in an accessible, easy-to-read format. These documents include research reports and news releases. The Programme Manager will relate to civil society, grassroots and social movements, make presentations, speak to the media, and work with government delegations in international conferences.

The successful candidate will have a combination of knowledge and skills related to monitoring policy debates and the socio-economic implications of new technologies, especially on marginalized communities in Africa. A demonstrated commitment to social justice activism within African civil society and social movements is essential. Familiarity with ETC Group’s programme of work and publications would be helpful. The successful candidate will possess well-developed writing, public speaking and policy negotiation skills. Although ETC group works primarily in English and Spanish we are strengthening our capacity and French and in the case of an African staff member, fluency in French, in addition to English, is highly desirable.

ETC Group is an international civil society organisation. We address the global socio-economic and ecological issues surrounding new technologies with special concern for their impact on indigenous peoples, rural communities and biodiversity. We investigate ecological erosion (including the erosion of cultures and human rights); the development of new technologies (especially agricultural but also, for example, new technologies that manipulate biological systems, climate systems and/or manipulate matter at the nano-scale); and we monitor global governance issues including corporate concentration and trade in technologies. We operate at the global political level. We work closely with other civil society organisations and social movements, especially in Africa, Asia and Latin America.

We are 10 staff members and nine Board members scattered over five continents. We currently have offices in Ottawa and Montreal, Canada; Durham, USA; Mexico City, Mexico; and Davao City, Philippines.

ETC Group has more than 30 years experience in its field and has consultative status with the United Nations Economic and Social Council (ECOSOC), the Food and Agriculture Organization (FAO), the UN Conference on Trade and Development (UNCTAD), the UN Biodiversity Convention (CBD), and the UN Climate Change Convention (UNFCCC). ETC also has a long history with the Consultative Group on International Agricultural Research (CGIAR). Terms of service for this contract, including the location of the office in Africa, are negotiable within the framework of ETC Group’s personnel policy, resources, and strategic needs for outreach and representation. The initial contract will begin as soon as arrangements can be made. Subject to evaluation and resources, we expect to convert the contract into a full-time position following an initial exploratory period.
